Please note that new standards are in place for identification requirements as of February 1, 2002. To obtain a non-driver ID card, driver license or learner permit or to register a vehicle, you are required to show 6 points of ID for proof of name, and one proof of date of birth. Frequently Asked Questions
How can I avoid waiting in line at DMV?
Unfortunately, we cannot guarantee a time when lines will be short. However, from experience we can tell you that some of our busiest times are found on the first two working days of the month, the last two working days of the month, and as a general rule, Mondays and Fridays.
What are the New York State motor vehicle liability insurance requirements?
A motor vehicle registered in N.Y.S. must be covered by automobile liability insurance. Coverage of a minimum of $25,000/50,000 for injury, $50,000/100,000 for death and $10,000 for property damage from any one accident. N.Y.S. is a no-fault state.
What action does DMV take if I fail to surrender my plates when I no longer have insurance?
If you do not have insurance coverage and you do not surrender your plates immediately to DMV, your license and registration will be suspended indefinitely. Avoid this by taking your plates to DMV before your liability insurance lapses!
How do I notify DMV about a name change?
You must visit your DMV office and bring ID and the court marriage or divorce papers to prove your name change. The fee to receive a new license with the name change is $12.50. There is no fee for a new registration document for a current registration; current registration and title must be submitted.
Do I need to notify DMV if I move?
You must notify DMV of your move within 10 days. You can do this by using a change of address form (form MV-232), by telephoning our office at 607-753-5023, or in person at the DMV Office.
Am I required to register my boat, snowmobile or ATV?
Any boat that is powered by a motor and operated on public waterways must be registered in New York State. Registration is required even if the motor is not the primary means of propulsion.
Bring the completed application for a Boat Registration and/or Title (form MV-82-B), completed Sales Tax (form DTF-802) or proof of exception or tax paid, proof of ownership, ID, and bill of sale to the DMV office. **Your trailer must be registered as well.**
Each snowmobile operated in New York State must be registered unless it is used exclusively on the owner's private property or on private property that the snowmobile's owner has a contractual right to use.
Bring the completed application for snowmobile registration (form MV-82SN), completed Sales Tax (form DTF-802) or proof of exception or tax paid, proof of ownership, ID and bill of sale. ** Your trailer must be registered as well and a helmet must be worn.**
Any ATV driven anywhere in New York State, even solely on private property, must be registered (except those used only for agricultural purposes or private, not-for-hire snowplowing). ATV's can only be operated on public lands posted for ATV use and on private property only with the landowner's permission.
Bring the completed "Registration/Title Application" (form MV-82), completed Sales Tax (form DTF-802) or proof of exception or tax paid, proof of ownership (usually the mfr. statement of origin, bill of sale, or previous registration signed over to you) and ID. **Insurance is required on ATV's unless driven solely on your own property. Be prepared to show proof of insurance upon request of a judge, police officer or a person claiming to have suffered injury or property damage.
When I register my vehicle in New York, how long does it take for the certificate of title to be mailed to me?
On the average, it takes two months if a New York State title is submitted, and about three months if the vehicle has an out-of-state title.
When I renew my driverís license, how long does it take for my photo license to arrive?
Your photo license will arrive in about two to three weeks.
When I renew my driverís license or vehicle registration by mail as it says to do, how long is the waiting period as opposed to mailing it locally or doing the transaction in person?
On the average of about three to four weeks when the paperwork is sent to Albany as opposed to two to three days when done locally. When renewals are done in person, the document is received immediately.
If I am applying for a Non-Driver Identification Card, what identification requirements must be met, and do I receive my photo document that same day?
The identification requirements are the same for those applying for both the Non-Driver Identification Card and a New York State Driverís License. Listings of these requirements may be obtained at your local DMV Office or at the N.Y.S. DMV website at http://dmv.ny.gov You will not receive a photo document the same day you apply as all photo documents must be manufactured and mailed from Albany. You will receive a temporary document from the local office, and will receive the photo document from Albany in about two to three weeks.
On September 16, 2008, the New York State of Motor Vehicle Office began issuing Enhanced Drivers Licenses, Learners Permits, and Non-Driver Identification Cards. These highly secure documents are valid for driving, identity, and border crossings by land and sea to Mexico, Canada, Bermuda and the Caribbean. This document will also allow you access to board an airplane to fly within the continental United States.
To obtain one of these documents, you will need to apply in person at our Motor Vehicle office and provide proof of citizenship, identity and residence. For information on these requirements, you may visit our office and obtain forms ID-44EDL and MV44.1EDL. You may also obtain these forms by visiting the N.Y.S. DMV website at: http://dmv.ny.gov/ The cost of an EDL is $30.00 in addition to any other driver's license and document fees.
