1. Where do I get an application for a Pistol Permit?

The Cortland County Clerk's office at 46 Greenbush Street, Suite 105 in Cortland. The application is $10.

2. How do I transfer my pistol permit?

You would complete a request to transfer your pistol permit with the county that it is currently active in. For example if you want to transfer your permit from Wayne County to Cortland County, you would need to complete a request with Wayne County. Once Cortland County receives your file, it is processed and then sent to a Judge for review. The Judge makes the determination on whether the transfer is approved or disapproved.

3. How can I transfer a pistol on my permit to my friend?

By NYS Law you must use a Federal Firearms Dealer to complete this transaction. The dealer will issue a bill of sale to your friend, to have the pistol added to their permit.

4. Do I have to take a safety course for my pistol permit?

Yes, a NRA certified safety course must be completed within one year of your permit being issued. A copy of your certificate of completion must be provided to the Cortland County Clerk's office, to satisfy this requirement.

5. Can I update my Pistol Permit so that I can have a card instead of paper?

Yes, you can update your Pistol Permit by coming to the Cortland County Clerk's office. Information will be collected to update your file, and a card will be printed, for a $5 fee.

6. Does the Pistol Permit desk close during the day for lunch?

No there is someone available for Pistol Permits, Monday - Friday, 8:30am - 4:30pm.

7. Can I get my fingerprints done at the Sheriff's Department or State Police?

No, fingerprinting must be completed through Identogo (https://uenroll.identogo.com or 877-472-6915) using Service Code 151HXZ.

8. If I had my fingerprints completed before, for something else, can I use these?

No, previous fingerprints cannot be utilized for the Pistol Permit process. You will need to get fingerprinted, again.  Schedule an appointment by calling 877-472-6915 or visiting https://uenroll.identogo.com.  Use service code 151HXZ.

9. Do I need a coupon to purchase a new weapon?

Yes you will need a coupon (non-refundable $3) to purchase a new weapon. Coupons are good for 10 days, and if it is not used within that timeframe, it must be returned to the Cortland County Clerk's office. You are able to purchase a coupon, take it to make your purchase, and return to the County Clerk's office with your bill of sale to add the weapon to your permit. Or, you can make your purchase, bring your bill of sale to the County Clerk's office, add the weapon to your permit and purchase a coupon, and then return to pick your weapon.

10. How do I co-register my weapon with someone else?

There are forms available in the County Clerk's office which requires you to provide your permit and weapon information, as well as who you want to co-register with. The form requires your signature and the individual's signature that is adding your weapon(s) to their permit. The individual that is adding the weapons must be present to process this request, as their signature is required on the amendment.

11. Do I need to complete the re-certification process for my pistol permit?

If your permit was issued before January 15, 2013 you need to complete the re-certification process by January 31, 2018. The process can be completed online (http://troopers.ny.gov/firearms/) or by mail. Forms are available online, the County Clerk's office and at any New York State Police Barracks.

12. How can I complete the re-certification process for my pistol permit?

Visit http://troopers.ny.gov/firearms/ to complete the process online. Forms can also be printed and mailed from that site and are available at any New York State Police barracks and the Cortland County Clerk's office. At this time, re-certification is for anyone who had their permit issued before January 15, 2013 and this must be completed by January 31, 2018.
