The meeting was called to order at 8:40a.m. by Chairman, John Steger
MOTION BY MIKE MCKEE – 2ND BY TOM HARTNETT TO APPROVED THE MINUTES OF THE JUNE 1, 2004 MEETING. ALL VOTED IN FAVOR – PASSED
RESOLUTIONS
Justification/Discussion: This is to explore consolidating the City and County Court Systems into the County Courthouse. The goal of the feasibility study will be to explore the various relocations and space modifications required along with construction budgets and phasing. Scott Steve indicated that the cost of this study would be 100% reimbursable by the State. Scott further indicated that the maximum cost of this study would be $15,000.
Justification/Discussion: For servicing the fire alarm systems at the County Office Building, the Courthouse, the Public Safety Building and Horizon House. There was a delay in this agreement because the company would not agree to the "hold harmless" insurance provision.
DISCUSSION
Departmental Activities Report: Brian Parker provided a written activities report to the Committee. This report can be reviewed by contacting Angie Wyatt or Carletta Edwards in the County Administration Offices. Brian advised the committee that the Board of Elections will be moving to the County Office Building on Monday, August 9th.
Information on NYSMEC Lawsuit: Miragas, Inc. sold natural gas to participants in the New York School and Municipal Energy Consortium (NYSMEC). In August of 2003, Miragas notified OCM BOCES that it was claiming an additional surcharge of $524,937 due to historical usage had been exceeded during the months of January and February. OCM BOCES’s legal counsel is Bond, Schoeneck & King and Bond Schoeneck & King believes that the NYSMEC participants have legal defenses, which could work against the Miragas claims. Brian will keep the committee informed.
Estimate from Highway Department for County Parking Lots: The Highway Department’s estimate includes the County Office Building, Courthouse, Public Safety Building and Corner Parking Lots to rehabilitate all drop inlets and pavements. The committee was in agreement that the Highway Department should not be charging the Buildings & Grounds Department for Labor and Equipment usage. Scott Steve reiterated that the parking lots are in bad shape (especially at the Courthouse) and should be done before the end of the blacktop season. Dan Tagliente said that if the parking lots go through another winter it will be a lot worse. MOTION BY DAN TAGLIENTE – 2ND BY MIKE MCKEE – ALL VOTED IN FAVOR TO AUTHORIZE TO PROCEED WITH BLACKTOPPING THE PARKING LOTS BY THE CORTLAND COUNTY HIGHWAY DEPARTMENT – PASSED
Trim Proposal From Bell & Spina: Bell & Spina submitted a proposal to provide services to design and administer repair or replacement of the cornice for a fee of $6,700. Considering the 3 options that Bell & Spina proposed, removing the cornice and replacing it with a pre-finished aluminum cornice. Scott Steve suggested that we keep it in house and do all the necessary items that need to be done without spending $6,700 for an Architectural Firm. After some discussion it was decided just to have Brian Parker to get RFP’s for the project.
Rental Invoice From Charles Sheridan (Riverview Property Owner): Angie Wyatt informed the committee that she received an invoice for the rent and utilities of the County Farm milk house for April, May, June and July in the amount of $160.00. Brian Parker indicated that the Health Department has a refrigeration unit there for the storage of dead animals that need to be shipped out for rabies testing. Angie had verified this by contacting Environmental Health. It was decided that this issue should be referred to the Health Committee and that a different County owned location should used.
Dwyer Park (Little York Lake): Paul Allen asked if Buildings & Grounds could take over Dwyer Park. Brian indicated that they could but he would need more manpower and equipment. The committee agreed that all aspects of Dwyer Park, including the rental of the park pavilions should be taken over by Buildings & Grounds. Scott Steve believes that all County owned property should be maintained by the Buildings & Grounds Department.
HVAC: Scott Steve would be in favor of getting another HVAC person now and to take care of all County Buildings. There will be upcoming retirements with the individuals that are handling the County Office Building, Courthouse and Public Safety Building/Jail.
