The meeting was called to order at 4:45p.m. by Chairman Kurt Behrenfeld.

RESOLUTIONS

 

  1. Award Contract-Copier Management Program (County Administration) – MOTION BY PAUL DIGIOVANNI – 2ND BY MARILYN BROWN – ALL VOTED IN FAVOR – PASSED
  2. Justification: This is to provide for copying services for all County Departments. Business Methods was the lowest bidder with the most to offer the County. Several Companies submitted bids and it was a truly competitive bidding process.

  3. Accept State Grant/Amend Budget (Cortland County Veterans Service Agency) – MOTION BY PAUL DIGIOVANNI – 2ND BY MARILYN BROWN – ALL VOTED IN FAVOR – PASSED
  4. Justification: This grant is for counseling services for Veterans. A lot of this grant provides for counseling training and a small amount is used for computer software for forms upgrade.

  5. Authorize Public Hearing (Local Law #1 for 2004) **It was not necessary for this Resolution to be approved by the Budget & Finance Committee but the Committee decided to consider it because the Treasurer’s Office/Audit reports to the Budget and Finance Committee** - MOTION BY MARILYN BROWN – 2ND BY CAROL TYTLER – ALL VOTED IN FAVOR – PASSED
  6. Justification: To provide for a Public Hearing at the August 19, 2004 to propose a Local Law abolishing for Elected Office of County Treasurer and Creating an Appointive Office of County Comptroller for the County of Cortland – If passed, this Local Law would ultimately go to Referendum Vote and be voted on at the next General Election on November 2, 2004.

  7. Special Article Introduced By Legislative Chairman, Scott Steve – Award Fireworks/Authorize Agreement (Highway Department) – MOTION BY NEWELL WILLCOX – 2ND BY PAUL DIGIOVANNI – ALL VOTED IN FAVOR – PASSED

Justification: The annual 4th of July fireworks display held at Dwyer Memorial Park on July 3, 3004 was very unsatisfactory and the County Legislature has decided to contract for a display to be held on September 4, 2004 (Labor Day Weekend) with a rain date of September 5, 2004 at a price not to exceed $10,000. Scott Steve informed the committee that since it is Labor Day Weekend, the theme of the event would be "Working People of Cortland County". Promotion for the Labor Day Weekend will be in conjunction with WXHC 101.5 Radio. WXHC will be broadcasting the event live with music. The Company that provided the alleged fireworks on July 4th was not and will not be paid.

The annual 4th of July event would eventually be taken over by the Chamber of Commence with contributions coming from different sponsors each year. We would ask Volunteer Fire Departments to assist with crowd control, parking, etc. to cut back on law enforcement over-time.
