The meeting was called to order by Chairperson, Marilyn Brown at 7:35a.m.
MOTION TO APPROVE THE MINUTES FROM THE MAY 5, 2004 MEETING MADE BY PAUL DIGIOVANNI 2ND BY SCOTT ELSTON ALL VOTED IN FAVOR PASSED
RESOLUTIONS
Justification: DSS received additional HEAP (Home Energy Assistance Program) Federal funds for the 2003/2004 funding year.
Justification: For Paper Goods and Maintenance for the Nutrition Program. The bid prices are on a per item basis.
Justification: For milk and Dairy products for the Nutrition Program and the Sheriffs Department. The bid prices are on an overall basis.
Justification: For Groceries and Frozen Foods for the Nutrition Program. The bid prices are on a per item basis.
Justification: A donation in the amount of $1,000 was received from Pall Trinity U.A.W. Local 1326-Region 9 to be used for direct services for youth in the Youth Bureau Summer Program 2004. Roseann Coville had asked someone from the union if they ever donate funds. Marilyn Brown asked Manny Lann if they ever ask other organizations for donations. Manny indicated that they do not usually do this.
DISCUSSIONS
Budget Report-Kristen Monroe (DSS) Kristen and Mary Ellen Neville distributed the Budget report and highlighted the most significant items such as the 2004 projections. This report will be provided to the Committee at the request of the Committee Chairperson or at least quarterly. Kristen encouraged the Committee members to contact her office if they have any further questions.
2003 Annual Report-Carol Deloff (Cortland County Area Agency on Aging) Carol briefly discussed the annual report and asked Committee members to contact her if they have any questions.
Experience Works/Title V Employees-Carol Deloff (Cortland County Agency on Aging) Carol explained that this program is to give experience to older workers. It is suppose to be a transitionary program but a couple of positions have been filled by the same people for many years. One of these positions which is in the RSVP Office is vacant due to a death. They will start the transitioning process again. This is a federal program with no county dollars being spent.
Truxton Senior Center-Carol Deloff (Cortland County Area Agency on Aging) - The Senior Nutrition Program as been using the Truxton United Methodist Church since 1976 for a yearly rental of $1,800.00. The contract went to them in April and has not been returned because they are asking for an additional $600.00 due to rising utility costs. After discussing options, Scott Steve would like to see an evaluation of the entire program done. A meeting will be set up with Marilyn Brown, Scott Steve, Church leaders, municipal leaders (from Cuyler and Truxton), etc. discuss this issue.
