The meeting was called to order by Chairman, Danny Ross at 7:40a.m.

MOTION BY TOM HARTNETT – 2ND BY DANNY ROSS TO ACCEPT THE MINUTES OF THE MARCH 18, 2004 MEETING WITH 2 MINOR CORRECTIONS UNDER LAW ENFORCEMENT PRESENTATION BY DEPUTY ED LAKE AND THE ADMINISTRATION FEE WOULD BE REDUCED IF THE SNOWMOBILE CLUBS FORM AN ASSOCIATION. – ALL VOTED IN FAVOR – PASSED

DISCUSSIONS/PRESENTATIONS
Planning Department – Dan Dineen
Dan outlined the 2004/2005 Snowmobile Grant Schedule (See Attachment "A"). Dan notified the committee that the clubs will not have the time to form an association and would like the county to prepare the application this year and then they would prepare it next year. Representatives of the clubs also asked if the county would take less for the administrative fee. Dan advised them that he didn’t think so put he would bring it before the committee.
Dan said that the State’s GIS is inaccurate in determining the mileage for the trails and that he would use the County’s GIS to get a more accurate figure. This may allow for additional funding.
Carol Tytler asked how the clubs determine which of the insurance requirements would need to be incorporated into their contracts. Scott Schrader said that they could check with his office, the County Attorney’s office or with Dan Dineen. If they have full time employees they would have to carry Workers Compensation Insurance, Disability Insurance and Unemployment Insurance.
Everyone agreed that the Snowmobile Clubs should receive their money in a timely fashion.
Soil and Water Conservation District – Amanda Barber
Amanda distributed a written report and gave a brief overview of what such as agricultural projects, water quality, education, programs and meetings and miscellaneous items (detailed report attached as Attachment "B").
Cornell Cooperative Extension of Cortland County – Syd McEvoy
Syd gave a brief overview of the activities that CCE is working on. They will be enlarging the main lodge at Camp Owahta and they are hosting numerous programs aimed for children in different grade levels. They are also preparing for the June Dairy Month activities and getting Camp Owahta ready for the campers.

Will be held May 18, 2004 at 10:00a.m.
