CORTLAND COUNTY LEGISLATURE

JANUARY 2, 2004

ORGANIZATIONAL MEETING

MINUTES

The meeting was called to order at 10:10 a.m. by outgoing Clerk, Patricia Casey. The Clerk led the salute to the flag. Roll was called and all legislators were recorded as present.

The first order of business was the election of the Chairman of the Legislature. The Clerk asked for nominations from the floor. Mr. Scott Steve was nominated by Mr. Cornell. Nomination was seconded by Mr. Wern. With no further nominations, nominations were closed. On a majority roll call vote, all members present voting aye, Mr. Steve was declared Chairman of The Legislature for 2004 – 2005. Mr. Steve was given his Oath of Office by the County Clerk, Betsy Larkin and took his place as Chairman.

RESOLUTIONS:

On motion of Mr. Steve, seconded by Mr. Wern and adopted with a majority roll call vote, all members being present, Mr. Allen, Mr. Armstrong, Mr. Behrenfeld Mrs. Breed, Mr. Cornell, Dr. DiGiovanni, Mr. Elston, Mr. McKee, Mr. Ross, Mr. Steger, Mr. Wern, Mr. Willcox , Mr. VanDee and Mr. Steve voting aye (total 37,229) and Mrs. Brown, Mr. Dafoe, Mr. Hartnett, Mr. Tagliente, and Mrs. Tytler voting nay (total 11,370) Agenda No. 01 became Resolution No. 01-04: Appoint Clerk to County Legislature/Set Salary. Mrs. Edwards, was given her Oath of Office by the County Clerk, Betsy Larkin and took her place as Clerk of the Legislature.

On motion of Mr. Allen, seconded by Mr. Cornell and adopted with a majority roll call vote, all members present voting aye, Special Article No. 01 was moved to the floor. On motion of Mr. Steve, seconded by Mr. Cornell, Special Article No. 01 became Resolution No. 02-04: Appoint County Attorney. Mr. Bardsley was given his Oath of Office by the County Clerk, Betsy Larkin, and took his place as County Attorney.

On motion of Mr. Steve, seconded by Mr. Cornell and adopted with a majority roll call vote, all members present voting aye, Agenda No. 03 became Resolution No. 03-04: Appoint Director, Veterans’ Services Agency, Carl Bullock.

On motion of Mr. Steve, seconded by Mr. Allen and adopted with a majority roll call vote, all members present voting aye, Agenda No. 04 became Resolution No. 04-04: Appoint Public Defender.

On motion of Mr. Steve, seconded by Mr. Allen, Agenda No. 05 was moved to the floor. On motion of Mrs. Brown, a friendly amendment adding the name of the Post Standard as a second paper was seconded by Mr. Tagliente. Concerns were raised about added cost to the budget and necessity to add another paper. On Motion of Mr. Cornell, seconded by Mrs. Brown, all members present voting aye, the amendment and Agenda No. 05 were Postponed to Day Certain to the January 14, 2004, 10:00 a.m. session.

Chairman Steve told all legislators there was a list of Committee meetings for January on their desks. He announced that a special meeting of the Cortland County Legislature would be held on January 14, 2004 at 10:00 a.m., in the Legislative Chambers.

On motion of Mr. Cornell and seconded by Mr. Allen, all members present voting aye, the meeting was adjourned at 10:45 a.m.
