Committee Present: John Steger, Chairman; Steve Dafoe, Vice Chairman; Paul Allen, Tom Hartnett, Michael McKee, Dan Tagliente

Others Present: Scott Schrader, Scott Steve, Angie Wyatt, Brian Parker, Tim Smith & Brian Liberatore

The meeting was called to order by Chairman John Steger at 8:34a.m.

MOTION BY MIKE MCKEE 2ND BY PAUL ALLEN TO APPROVE THE MINUTES OF MAY 31, 2005 – ALL VOTED IN FAVOR - PASSED

RESOLUTIONS

  1. Abolish/ Create, Buildings and Grounds Department, Cleaner/ Custodian – MOTION BY PAUL ALLEN - 2ND BY TOM HARTNETT - ALL VOTED IN FAVOR – PASSED

Discussion: This is to replace a vacant position and as Cleaner positions are becoming vacant they are filling the positions as Custodians increase the scope of the job.

  1. Create Custodian, Buildings and Grounds Department – MOTION BY DAN TAGLIENTE - 2ND BY STEVE DAFOE - ALL VOTED IN FAVOR – PASSED
  2. Discussion: This is a new position to provide custodial services for the Mental Health Building on Clayton Avenue. J.M. Murray Center was providing this service but it is less expensive to have our Buildings & Grounds Department provide this service rather than contract it out. This individual would also be responsible to help with the Horizon House and the new Recycling Center.

  3. Abolish/ Create, Sheriff’s Department/ Buildings & Grounds Department,

Correction Sergeant/Correction Officer/Building Maintenance Mechanic (Joint Resolution with Judiciary & Public Safety Committee) – MOTION BY MIKE MCKEE

2ND BY DAN TAGLIENTE - ALL VOTED IN FAVOR – PASSED

Discussion: A Correction Sergeant is presently providing the building maintenance for the Jail and Public Safety Building. The Buildings and Grounds Department should provide the maintenance for both buildings because maintenance for all County owned buildings should be centralized in one department. This would abolish the Correction Sergeant position, create a Correction Officer position and create a Building Maintenance Mechanic. The Building Maintenance Mechanic would provide maintenance services for the Jail and Public Safety Building. This would also allow for other county maintenance personnel and the new Building Maintenance Mechanic to cross-train.

 

DISCUSSION/PRESENTATIONS

Departmental Activities List: This list was distributed with the Buildings and Grounds Agenda Packet. There was no discussion by the Committee. This Departmental Activities List is available for review from Angie Wyatt or Carletta Edwards in the County Administrative Offices.

Commendation: Scott Schrader commended Brian Parker and Tim Smith for the work that the Buildings & Grounds Department has done in the last few months – it has made quite a bit of difference.

MOTION TO GO INTO EXECUTIVE SESSION TO DISCUSS POTENTIAL PROPERTY ACQUISITION MADE BY PAUL ALLEN – 2ND BY MIKE MCKEE – ALL VOTED IN FAVOR – PASSED – IN EXECUTIVE SESSION AT 8:45A.M. – OUT OF EXECUTIVE SESSION AT 9:00A.M.

Veteran’s Memorial at the Courthouse Park: Scott Steve advised the Committee that the Veterans Memorial is in desperate need of repair and is decomposing fast. The City only maintains the marble. Some landscaping is also needed. The estimated cost to repair the Veterans Memorial is $4,500.00 – Committee Resolution: MOTION BY PAUL ALLEN – 2ND BY STEVE DAFOE TO SUPPORT AND PROCEED WITH THIS PROJECT FOR THE AMOUNT OF $4,500.00 AND TO REQUEST OUR REPRESENTATIVES OF THE STATE LEGISLATURE FOR A MEMBER ITEM UP TO $10,000.00 FOR THIS WORTHY PROJECT.
