Committee Present: Dr. Paul DiGiovanni, Chairman; Michael McKee, Vice Chairman; Larry Cornell, Carol Tytler, Newell Willcox, Tom Williams, Ron VanDee

The meeting was called to order by Chairman, Paul DiGiovanni at 7:35a.m.

RESOLUTIONS

Health Department

  1. Authorize Agreement, Health Department, Central NY Regional Immunization

  3. Create Registered Professional Nurse, Health Department/Hospice – MOTION BY

    Discussion: Mary Beach provided a Hospice report with the justification for the request for the half-time Hospice RN position.

     

  5. Accept Grant/ Authorize Agreement, Health Department/ Jacobus Center for

    Discussion: This was more money than they anticipated.

    Mental Health

  7. Authorize Agreement, Amend Budget 2005 Budget, Mental Health Department

  8. (Family Support Services) – MOTION BY LARRY CORNELL - 2ND BY CAROL TYTLER - ALL VOTED IN FAVOR – PASSED

    Discussion: This is the end of this grant and this funding will be cut next year. The money will be used for program supplies and for activities for children such as mini-golf.

     

  9. Authorize Agreement, Amend Lease, Mental Health Department

(Cortland County Buildings and Grounds Department & Joseph Armideo) – MOTION BY CAROL TYTLER - 2ND BY CAROL TYTLER - ALL VOTED IN FAVOR – PASSED

Discussion – The J. M. Murray Center was cleaning the Mental Health Department and Joe Armideo was paying for it. It is now proposed that the County’s Buildings & Grounds Department clean the building. The bathrooms were being cleaned twice a week. Carol Tytler believes that the bathrooms should be cleaned every day.

DISCUSSION/PRESENTATIONS/DISTRIBUTIONS

Board of Health Activity reports from each division of the Health Department – Mary Beach (Hospice), Audrey Lewis (Environmental Health) and Suzanne Parsons (Health Education) distributed Activity Reports to the Committee and briefly discussed them.

Revenue Reports – Mental Health – Linda Medeiros distributed a Revenue and Expense Report for the Mental Health Department and briefly outlined it.

Clarification of Discussion/Justification of Resolution # 4 from July 12, 2005 Health Committee meeting (Abolish/Create, Mental Health Department, Certified Social Worker (one full-time) Certified Social Worker (2 part-time): Scott Schrader had indicated that the Mental Health Clinic had a waiting list. Linda Medeiros claimed that there was no waiting list. The waiting list is one week for adults and two weeks for children. There is more of a waiting list if there is staff turnover. With the positions listed above, the Mental Health Department would maintain the current staffing and the number of Clinical hours would remain the same.

Autistic Children – Carol Tytler provided the Committee with a document from the Franziska Racker Center regarding serving children with autism in the County. Carol feels that this service should be provided locally rather than transporting the children out of the County. The cost for the service being kept in the County would save with the cost per day per child and the transportation costs. The document contained Start-up Costs for a classroom in Cortland and that $20,000 would be for a one time funding for construction costs, not personnel. Newell Willcox has concern about parental choice because parents would have the option to send their child to Syracuse or to the Racker Center. Scott Steve expressed concern that this service could be out of business next year. Carol indicated that the Cortland City School District is starting an autistic program this year but Carol couldn’t reach anyone there to speak to them about it.
