Draft Minutes

Present were: Newell Willcox, Vice Chair; Dr. Paul DiGiovanni; Ron VanDee; Dave Wern; Kurt Behrenfeld; Dan Tagliente;

Others present: Carletta Edwards; Angie Wyatt; Carol Deloff; Kristen Monroe; Judy Davison; Robin Sandwick;

Excused: Marilyn Brown

Vice Chairman Willcox called the meeting to order at 7:30 am.

Dr. DiGiovanni moved the adoption of the minutes with corrections to be made under discussion

In paragraph titled: Senior Centers (Carol Deloff) as follows: take out Homer, Harford, Marathon, McGraw, and Willet pay rent and change provided to "paid for" in the following sentence; seconded by Mr. VanDee. All members voting in favor; none opposed; minutes were approved as corrected.

RESOLUTIONS:

     

  1. Authorize Agreement, Department of Social Services (Shredding Services) – Dave Wern moved the adoption; seconded by Dr. DiGiovanni. Kristen Monroe explained this contract saves the County money – that performing any part of this service in house would be more expensive. All members voting in favor; none opposed; resolution adopted.

  3. Authorize Agreement, Area Agency on Aging (Legal Services) – Dr. DiGiovanni moved the adoption; seconded by Mr. VanDee. Dr. DiGiovanni asked what the process was for selecting Mr. Alexander to perform the services? Carol Deloff explained that he has been performing this service for their office for awhile now and the she was not part of the process for selection. All members voting in favor; none opposed; resolution adopted.

  5. Adopt Annual Workforce Investment Act, Cost Allocation Plan (Office of Employment and Training and Department of Employment and Training Grant Administration) – Dr. DiGiovanni moved the adoption; seconded by Mr. Willcox. Dr. DiGiovanni questioned why the cost for Cortland County are so much more than Cayuga County? Judy Davison stated this is the first year for Cayuga County to be included in the Cost Allocation Plan. All members voting in favor; none opposed; resolution adopted.

DISCUSSION/PRESENTATIONS:

     

  1. Kristen Monroe presented the statistic reports regarding services. She noted overall Medicaid growth was less in 2004 due to Family Health Plus enrollment leveling off.

  3. Carol Deloff noted the Truxton Senior Center Manager cook is returning with no restrictions.

  5. Robin Sandwick passed information out to committee.
