The meeting was called to order at 7:34a.m. by Chairman, Danny Ross

MOTION BY MERWIN ARMSTRONG TO APPROVE THE MINUTES OF NOVEMBER 30, 2004 – 2ND BY DAVE WERN – ALL VOTED IN FAVOR – PASSED

RESOLUTIONS

 

  1. Create GIS Specialist Trainee (part-time, temporary)/Amend Budget (Planning Department) – MOTION BY DAVE WERN – 2ND BY MERWIN ARMSTRONG – ALL VOTED IN FAVOR – PASSED
  2. Justification: The person hired for the position would be filling in during the present incumbent’s leave without pay and then would already be trained in the position if the position were offered when the current GIS Specialist leaves permanently this summer.

  3. Adopt Cortland County Consolidated Agricultural District (Planning Department) MOTION BY DAVE WERN – 2ND BY MERWIN ARMSTRONG – ALL VOTED IN FAVOR FOR RESOLUTION TO GO TO THE FULL LEGISLATURE – PASSED

Justification: Upon a 8 year review of the land parcels in the Cortland County Agricultural Districts, Cortland County’s four certified Agricultural Districts will now be consolidated to form one Agricultural District. Also, 500 parcels would be removed and 23 parcels would be added to the Agricultural District. This would be the removal of approximately 4000 acres and the additional of approximately 700 acres. The parcels that are being removed are at the request of the landowner or if the land is less than 5 acres. A property owner with parcels in an Agricultural District has a property tax reduction. A public hearing will be held at the January Legislative Session which will be held on January 18, 2005 (the January 20, 2005 Legislative has been cancelled). The full Legislature will vote on this Resolution the same evening as the public hearing on January 18th. The lists of Parcels Removed From The Agricultural District and Parcels Added To The Agricultural District are available in hard copy or by email from Angie Wyatt or Carletta Edwards in the County Administrative Offices.
