The meeting was called to order by Chairman, Scott Elston at 9:00a.m.

RESOLUTIONS
Sheriff’s Department
Authorize Agreement, Sheriff’s Agreement (NYS Security Services to
Cortland
County Courts) MOTION BY KURT BEHRENFELD – 2ND BY MERWIN
ARMSTRONG – ALL VOTED IN FAVOR – PASSED WITH THE RESOLUTION BEING
AMENDED TO REFLECT THE AMOUNT OF THE CONTRACT ($254,500.00)
Discussion: No other discussion other than including the amount of the
contract being included in the Resolution (see above change).
DISCUSSION/COMMITTEE ACTION:
- PINS Law Changes
(Jane Goldner) Jane explained the
changes in the law that went into affect on April 1, 2005. This law allows for
mandated diversion services to youth at risk of becoming the subject of a PINS
petition. This law could save the County money if efforts are made to avoid PINS
cases going to Family Court and ending up in a Detention Home which costs the
County approximately $350.00 per day. Jane Goldner and Kristen Monroe have been
working on creating a program to accomplish this. DSS and Probation are planning
to develop a staff team to work together to provide PINS intake and diversion
services. This team would involve a Senior Probation Officer and a Senior
Caseworker. A request will be made in future months to create a new Senior
Caseworker and Senior Probation Officer to handle this process without it being
absorbed by other duties of both departments. The State reimbursement rate for
these positions are better for DSS than they are for the Probation Department.
Jane and Kristen have been also meeting with the Youth Bureau, Liberty
Resources, staff at the Mental Health Department involved with the Family
Wraparound Program and Jane further indicated that the Goodhope Youth Home will
be starting a new program called the "Dale House" which will be a 24/7
facility.
- Reverse 911 – Call back system
– Nick Wagner and Dave Tanner
from the 911 Center explained how the Call Back System works. Nick distributed
information regarding the calls made to JPS Committee members last Friday to
test the program. Another call will be placed prior to the next JPS meeting in
July. Scott Elston asked if there was a written policy as to who could activate
this system. Nick Wagner indicated that there is no written policy and it would
probably depend on the situation (i.e. a lost child). Who should be notified
should come out of the County Administrator’s Office to Rob Corpora, Director
of Information Technology. Cell phones will be able to be located with the new
hardware/software from New World Systems.
– It is up and operating and they only have problem when
it rains.
