Committee Present: Paul Allen, Chairman; John Steger, Vice Chairman; Larry Cornell, Dan Tagliente, Steve Dafoe, Scott Elston (arrived at 8:10a.m.)

The meeting was called to order at 7:36a.m. by Chairman Paul Allen

RESOLUTIONS
Discussion: NONE
Discussion: Representatives from the County will be meeting with representatives from the City regarding this issue. They need to act on this so they can purchase the containers at the bid price.
Discussion: Don Chambers advised the Committee that the Highway Department took options to extend their bids and the County would now like contracts for each of the companies. It was in the best interest of the Highway Department to extend the bids with the respective companies.

Discussion: This is to pay off the balance of the invoices.
Discussion: This is for removal of scrap tires and for the service of roll off containers for the Landfill.
Discussion: Due to the increased volume from Onondaga County, additional hours for sorters are needed to keep up with the demand. This would increase the J.M. Murray Center sorters from 4 to 6 hours per day. They could probably go back to 4 hours eventually.
DISCUSSIONS/PRESENTATIONS
Flood debris Village of Marathon – The Village of Marathon requested that the Landfill tipping fee. When the County initially asked the Village if they wanted help they said no. Since reimbursement can be made by FEMA, the County will not waive the Landfill tipping fee.
Request for gravel for Lime Hollow – Lime Hollow Nature Center has requested gravel from the Highway Department to put on their trails. It would take 1 or 2 truckloads. The Committee indicated that this would be fine to do.
Engineering Services – The engineering for the East River Road Bridge Project will be done by Barton & Loguidice. They do not have to go out to bid for engineering services. To get Federal aid, Federal rules require that the engineer be selected first and then they negotiate the price. The Committee is fine with this.
Trees at the Landfill – Don Chambers updated the Committee on taking existing trees from the county owned Pine Tree farm at the Landfill and planting them to obscure the Landfill from Route 81.
Airport – Paul Allen reported that the Main Hangar 1 (MH1) looks sharp and that every other Friday they have activities going on such as "Discovery Flight".
State Park Lobbying – Scott Steve, Paul Allen, Scott Schrader, Dan Dineen and Linda Hartsock have been diligently lobbying to have a State Park in Cortland County. The next meeting will be held on June 19, 2005 at the DEC Offices on Fisher Avenue.
Landfill being Open on Saturdays – Don Chambers explained that it would not be cost effective to keep the Landfill open on Saturdays. Since 82% of the Landfill revenue comes from the commercial haulers, he contacted the haulers and did not get any positive feedback from them.
It would cost the Highway Department overtime to keep the Landfill open on Saturdays and he does not have anything budgeted for this. Dan Tagliente would like to keep the Landfill open on Saturdays on a trial basis. Scott Schrader indicated that we would have to bring waste in that we were not receiving before. Don Chambers believes that the most they could get would be 10 or 12 tons which would be between $600 and $700 and it wouldn’t be worth keeping it open and having to pay overtime. Dan Tagliente still believes that the County should try it on a trail basis. MOTION BY DAN TAGLIENTE – 2ND BY STEVE DAFOE TO OPEN THE LANDFILL ON SATURDAYS ON A TRIAL BASIS – DAN TAGLIENTE VOTING YES – SCOTT ELSTON, PAUL ALLEN, JOHN STEGER & STEVE DAFOE VOTING NO – LARRY CORNELL WAS NOT PRESENT FOR THE VOTE – MOTION FAILED
Little York Dam – Don Chambers advised the Committee that the retaining wall is finished and the draft study will be completed in about a week.
Crains Mill Road Bridge – Work is completed and the bridge is open.
Main Street/Page Green Road – The project is proceeding fine.
Multi-Model Funding – Paul Allen invited Committee members to go to Albany the 2nd Tuesday of July to lobby for Multi-Model Funding.
Leachate Plant – Scott Elston asked the Committee to visit a Leachate Plant in Pennsylvania in the near future. Committee members were interested but a date has not been determined.
