DRAFT MINUTES

 

Members:                     John Steger, Chairperson; Steven Dafoe, Vice Chairman; Tom Hartnett, Danny Ross, Dan Tagliente

 Absent:                         Michael McKee, Paul Allen

 Mr. Steger called the meeting to order at 8:30 a.m.

 Mr. Ross moved adoption of the minutes of the August 30, 2005 meeting and seconded by Mr.

Dafoe.  All members voting in favor, minutes approved as printed.

 

RESOLUTIONS:

 

1.                  Abolish/Create Custodian, Buildings and Grounds Department – The reason is for back filing and upgrading. Mr. Ross moved adoption; second by Mr. Hartnett.  All members voting in favor; none opposed; resolution adopted.

 

2.            Authorize Agreement, Buildings and Grounds Department/V. Romanoff & Associates (Pilaster Repairs – Law Library) – – Mr. Tagliente asked if we should do it now with all the possible renovation to the Courthouse which is 100% reimbursable by the State?  Mr. Dafoe moved adoption; second by Mr. Tagliente.  All members voting in favor; none opposed; resolution adopted.

 

DISCUSSIONS/PRESENTATIONS:

 

1.                  Departmental Reports (Brian Parker and Tim Smith) – Reports provided and briefly discussed.

2.                  Court Relocation ( Mr. Bell and Mr. Spina) – Mr. Spina provided a Court Consolidation Study and reviewed it with the Committee.  He interviewed everyone in City Court and the Courthouse.  Those interviewed do not like where security is located, parking is difficult, there is not enough meeting space, there is a lack of restrooms on the upper level and there is a lack or storage space.  A conceptual solution that Department of Motor Vehicle be relocated, Probation Department be split.  Additional staff will be needed in these departments within the next five years.  Therefor they are good candidates for relocation.  If Department of Motor Vehicle and Probation were out of the building, this would free up the basement and offices could be moved around within the building.  This would be a two-year project going into 2007.  The estimated cost of this project would be $2.5 to $4 million.  Eighty-six percent of the cost could be reimbursement from Court System.  Mr. Spina reviewed Renovation of the Cortland County Courthouse: Phased Implementation Plan (2005-06 Through 2007-2008), this is a more detailed breakdown of State Court Reimbursement.

3.                  Gym Divider – Re: Letter from City Youth Bureau (Brian Parker) – The separation of the gym courts are in bad shape.  The cost could come out of Buildings and Grounds Budget or contingency.  Mr. Schrader said the City is supposed to maintain the gym.  The County has no reports or audits of revenue that is generated by the City Youth Bureau for use of gym.  Mr. Schrader will do a formal agreement for use of facility by City Youth Bureau. 

 

Motion by Mr. Steger, seconded by Mr. Hartnett to go into Executive Session at 9:16 a.m.  Executive Session ended and meeting was adjourned.
