The meeting was called to order at 7:40a.m. by Committee Chairperson, Carol Tytler.

Bernie Thoma explained funding sources once projects are identified. Either the County or individual municipalities can apply for these grants. Individual municipalities can apply for funding up to $400,000. The County can apply for funding up to $600,000. Joint applications for are possible if overlapping of municipalities/county projects exist.
The most important criteria in applying for the grants is that 51% of the population that the project will impact must be at a low to moderate income level. The income criteria is based on the resident’s income not the owner’s. Susan Feiszli asked about a funding project in the Kennedy Parkway area. Bernie indicated that the area would definitely not qualify for the 51% low to moderate income level. Income information for targeted areas could be done by survey which is mailed out to the residents. The City is more limited as to what they can do. Amanda Barber could do cost estimates but an engineer must sign off on it. Highway Superintendent, Don Chambers and Assistant Highway Superintendent, Bob Buerkle are engineers. Carol Tytler will speak to Don Chambers.
Any funding that is applied for would be for Public Works Projects. Funding for individuals is not an option.
Target areas must be identified. This could be done by the Cortland County Highway Department and the Cortland County Emergency Management Office. Other grants for flood mitigation could be applied for through the County Emergency Management Office.
County Highway Superintendent, Don Chambers and Brenda DeRusso, County Emergency Management Coordinator could identify the “hot spots” outside the City and Chris Bistocchi, Superintendent of the City D.P.W. could identify the “hot spots” in the City. The income criteria would be the determining factor.
A coordinated effort of the City and County is needed to secure maximum grant funding. The County and City could help each other (i.e. The County could submit a proposal that would help the City in one way and the City would help the County in another way).
