Mr. Clark called the meeting to order at 7:35 a.m.
Mr. Van Dee made the motion to adoption of the minutes of
the March 8, 2006 meeting and seconded by Mr. Cornell.
All members voting in favor,
minutes approved as printed.
RESOLUTIONS:
Health Department
1.
Amend Resolution 95-06 Authorize Contract – Jean B. Heady – Mr.
Cornell moved adoption; seconded by Mr. Van Dee.
Ms. Gailor explained that this is to increase the maximum amount based on
current usage. Mr. Feuerherm explained that the bulk of the work has been
done regarding policy, procedures and education.
She further explained that Mr. Heady has been active in policy
development. Ms. Gailor discussed
regulations regarding policy and procedures.
Mr. Clark further discussed the rewriting of policy and procedures being
streamlines. Ms. Feuerherm
discussed the rewriting of twenty years of practices.
Mr. McKee inquired about having anyone more local with the same abilities
of Ms. Heady. Ms. Gailor explained
that there is not anyone and further discussed that Ms. Heady has the experience
with procedures and practices. Ms.
Gailor explained that Ms. Heady has experience with CHHA.
Mr. McKee inquired about using Ms. Heady in other areas.
Ms. Gailor explained that the focus of Ms. Heady’s consultation is
CHHA. Mr. Clark inquired about an
end date. Ms. Gailor explained that
the resolution provides for consultation through the end of the year but she
does not anticipate it going that long. All members voting in favor; none opposed; resolution approved.
2.
Authorize Agreements/Accept Funds – Susan B. Komen Breast Cancer
Grant) – Mr. Cornell moved adoption; seconded by Mr. McKee. Ms. Gailor explained that this is a renewal of budgeted grant
and that they have had the grant the last several years. She further explained that this is for female services for
care. All members voting in favor; none
opposed; resolution approved.
Ms. Gailor
distributed a handout with information regarding services and “wait” lists,
which had been requested by Ms. Tytler at the last meeting (attached).
Ms. Gailor explained the information on the handout and further explained
that this time of year there frequently is a wait list.
Ms. Feuerherm added that this wait list is short.
Committee members further discussed the handout provided by Ms. Gailor.
Mr. Clark explained
that he would like forma sub-committee to look into Early Intervention but would
like to wait until next month to discuss it further and finalize members.
Mental Health Department
3.
Amend Agreement/Amend Budget – J. M. Murray Center, Inc. – Mr.
Cornell moved adoption; seconded
by Mr. Van Dee. Ms. Medeiros explained that this will allow to pass the 2005
approved State aid through and put it in the 2006 Budget.
She further explained that then this money would be forwarded to J. M.
Murray Center, Inc. All members voting in
favor; none opposed; resolution approved.
DISCUSSIONS/PRESENTATIONS:
Ms. Medeiros distributed and explained the Cortland County Mental Health Department Quarterly Revenue Report January – March 2006. Ms. Medeiros further explained that the department is on target except for Horizon House. She further explained that the reason Horizon House is not on target is due to a problem with billing but that should be corrected in April. Ms. Medeiros stated that at the end of the First Quarter the department is in good shape. Mr. McKee inquired about ICM. Ms. Medeiros explained ICM and further discussed that it is not unusual to see fluctuations at this point. Ms. Medeiros explained that a program director has been appointed for Horizon House from a promotion and further discussed this opened up another position.
Mr. Capanzano discussed a bill from OMRDD. He further discussed that the individual is still in the facility. He also discussed that he has been able to negotiate a lower price from $255/day to $110/day and this will save the County $53,000 annually. Mr. Capanzano, Mr. Van Donsel and Committee Members further discussed the situation.
Mr. Cornell made a motion to adjourn the meeting; seconded by Mr. Van Dee. The meeting adjourned at 8:07 am.

There are currently three children receiving services at Family Enrichment in their three hour program. 1-speech 5x, OT 2x and 1:1 Aide 5x; 1 - speech 2x; 1-speech 5x, 0T 2x. One child SEIT at Hear We Grow 4 x wk. provided by Family Enrichment. There are three openings. All services would be available.
There are currently five children being served out of county – one at SUNY Binghamton; speech 5x week, one at OCM BOCES Children’s Village; speech 5x , PT 2x, OT 2x, Teacher of Deaf 3x at home; one at Jowonio; speech, OT, PT, and 1:1 aide, and two at FRC in Ithaca as they live near Dryden. One receives speech 3x and OT 2x the other receives speech 2x, OT 2x and PT 2x.
There are currently 17 children in Franziska Racker’s five hour program and eight in their three hour program.
According to New York State, anything over 2.5 hours is a full day. Tuition rate is based on a five hour program and pro rated for the three hour program.

It should be noted that when a child is referred to Early Intervention they get an evaluation to see if they qualify for services. If the child indeed qualifies for a service and that service is not available for the total time the service coordinator wants in the IFSP (for example speech 2x wk), the service coordinator will do everything possible to get service to that child at least once a week until more time opens up in a schedule. Some of the children on the list might also be already receiving other services and are waiting for another service to be added when a provider becomes available.
