PLANNING SUB-COMMITTEE MEETING

MINUTES
Committee Present: Carol Tytler, Merwin Armstrong, John Troy, Danny Ross – Absent: Kay Breed
Others Present: Angie Wyatt, Don Chambers, Dan Dineen, Amanda Barber, Chris Bistocchi, Susan Feiszli, Mike Barylski (NYS DEC)
The meeting was called to order at 7:40a.m. by Sub-Committee Chairperson, Carol Tytler.

MINUTES OF THE APRIL 25, 2006 MEETING.

Barylski (New York State DEC)
Amanda Barber introduced Mike Barylski from the New York State Department of Environmental Conservation.
Mike Barylski explained that the State regulates all water bodies through a core of engineers and applying to the State for a permit.
Danny Ross asked when the best time is to apply for a permit. Mike suggested that a permit be applied for as early as possible to give plenty of time because there are time frames to complete projects unless it is a matter of public safety. They look at the proposed projects on a case to case basis. Mike further suggested that necessary permits be obtained and then apply for funding to be sure that the money is there to fund the project. The application review process would be easier with drawings/specifications. It is best to apply for a large project rather than multiple small projects. Don Chambers said that each site needs to be looked at individually. Susan Feiszli asked if the County could do a preliminary report to get some sort of estimate of the cost and then hire an engineer. Don Chambers advised the committee that his staff’s time is already stretched because they already have big projects that they are working on. Don further urged that each problem site be looked at individually. The Committee needs to come up with a model that works.
Dan Dineen distributed a map of Median Family Income by Block Group in Ratio to Countywide Median Family Income. Carol Tytler asked those present to bring the map back to the next meeting for discussion.
At next month’s meeting the committee will review the map, identify target areas in the city and the county and discuss strategies to move forward with projects.
The next meeting will be held on Wednesday, June 28, 2006 at 7:30 a.m. in
Room 302 of the County Office Building.
