The meeting was called to order at 9:30a.m. by Chairman John Daniels

Consolidation of Centralized Booking

By-Laws Fire Advisory Board (being prepared by County Attorney) – MOTION
BY DON SPAULDING - 2ND BY SEAN CLARK - ALL PRESENT VOTING IN
FAVOR – MOTION PASSES
Discussion: County
Attorney, Ric VanDonsel provided a brief overview of the following changes
that were made: Article 3, Section 3: seven years was removed and
replacement with FIVE years – Article 3 Section 4:
from appointment until a successor is appointed was removed –
Article 5, Section 3: Cortland County Office Building was removed.
Tom Williams suggested that Article 5, Section 1:
include (7:00PM) after the 19:00 hours – Article 8:
Election of Officers was number 3 for the Order of Business.
County Administrator, Scott Schrader asked why these are not 2 year
terms. Brenda DeRusso explained
that Fire Departments in the County has a yearly election which determines who
is able to serve on the Fire Advisory Board.

Sheriff’s Department (Lee Price):
- Sheriff
Lee Price introduced Captain Budd Rigg.
Budd is replacing Roy Lewis as Jail Administrator.
Colleen Hall has been promoted to Lieutenant and Rich Barnhart has
been promoted to Sergeant .
- 911
Dispatch Center is moving to its new location on the 3rd floor
of the Public Safety Building tomorrow.
- The
License Plate reader is working well in conjunction with TRACS.
TRACS prints the traffic tickets in the car by scanning the
individual’s driver’s license.
- Lee
thanked the Committee for permitting him to hire a Dispatcher.
- Lee
informed the Committee that the Statewide Wireless System is beginning to
work and they have been in the County to look at possible tower sites.
- County
Attorney, Ric VanDonsel informed the Committee that the County’s portion
of the Josh Parente/Village of Homer lawsuit has been resolved.
Cortland County Traffic Safety (Angie Wyatt)
- The
Cortland County Traffic Safety Board sponsored a Child Passenger Safety
Seat Technician Training April 2, 2007 to April 5, 2007 at the
Cortlandville Fire Department. Health
Education staff member, Sherri Carrow was very instrumental in this
training event. 18 people
from Cortland, Onondaga, Tompkins and Cayuga counties took the course.
Angie Wyatt wanted to thank the Cortlandville Fire Department for
the use of their facilities for the training. A Child Safety Seat Check
Point was held on the 4th day of the training of which 15 vehicles with
Child Safety Seats came in to be checked.
Fire/Emergency Management:
- Tom
Williams asked how the Training Facility behind the Cortlandville Fire
Department was going. Scott
Schrader indicated that Buildings & Grounds is presently working on
the new 911 Dispatch Center and that it will be the proposed Records
Department (formerly the 911 Dispatch Center), work at the Mental Health
Department and then they will be renovating the new Training Facility.

Centralized Booking - Chairman
Marilyn Brown informed the Committee that she is meeting with Sheriff Lee
Price, Captain Budd Rigg and John Daniels right after the Judiciary and Public
Safety meeting today regarding the possible consolidation of centralized
booking with the City. She
further indicated that Mayor Tom Gallagher and City Police Chief Jim Nichols
will be meeting to discuss the issue and then they will have a combined
County/City meeting in the near future.
