Chairperson Sandy Price called the meeting to order at 8:30a.m.

Motion By John Troy – 2nd by Don Spaulding To Approve The Minutes Of The March 8, 2007 Meeting With A Typo Correction (Page 2 Line 5:  god should be gold) – All Present Voting In Favor – Motion Passes

Discussion:  This position is for the Scott Senior Center

Youth Bureau:

2.      Accept Donation/Amend Budget (Pall Trinity Union Donation) – MOTION BY JOHN TROY - 2ND BY – MIKE MCKEE - ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  The Pall Trinity union donates this money annually

Employment & Training:

  1. Create Employment & Training Special Programs Counselors (temporary – 3 positions) – MOTION BY JOHN TROY – 2ND BY DON SPAULDING – ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  These positions are for the Summer Employment Program.

   

DISCUSSION/ PRESENTATIONS:

Agenda & Minutes of Committee meetings- Marilyn Brown - The individual Committees will decide what they feel that the full Legislature should review.  The item(s) will appear under the approval of the minutes.

Area Agency on Aging – Carol Deloff – Carol advised the Committee that May is Older Americans Month.  There will be a RSVP Dinner at SUNY Cortland; a Reception on May 10 at the County Office Building where the Senior Citizen of the Year will be announced.  Nominating forms are available in the Office of the Aging.

March For Meals/Bowl-A-Thon went very well.  As of today they have raised over $3,000 from the Bowl-A-Thon.

RSVP has been selected as a winner in the 2007 Acts of Caring Awards Program, which is sponsored by the National Association of Counties in partnership with Freddie Mac.  The Acts of Caring Awards recognizes the top county volunteer programs in the country.  The RSVP Office will not be receiving any monetary award but they are paying for the flight and hotel for the RSVP Director can accept the award.

Effective July 1, 2007 Senior Citizens who are on Epic will now have to enroll in the Medicare Part D Plan.

Employment & Training - Grant Administration – Judy Davison & Robin Sandwick – Robin updated the Committee on upcoming Employment & Training events and provided handouts of the events as well as a calendar. 

Robin further advised the Committee that they do not have a lease for the current year with the NYSDOL for the space on 99 Main Street.  The rent is the same.  Judy Davison has been trying to contact people in Albany about the lease this week but has been unsuccessful due to vacations.  Judy also advised the Committee that she is down to 3 people due to one of her staff members being on maternity leave.

Cortland County Youth Bureau – Manny Lann – No Report from Manny but Sandy Price wanted to congratulate Manny on winning the 2006-2007 Leadership Civic Engagement Award from SUNY Cortland.

Scott Schrader added that the County of Cortland received the CUSTOMER OF THE YEAR Award from the J.M. Murray Center.

Department of Social Services – Kristen Monroe – Kristen indicated that May is Foster Parents Month and they will be having their annual Foster Parents Recognition Dinner at Tinelli’s Hathaway House in Solon on May 4th. 

Kristen also advised the Committee that Mandatory Managed Care will be required as of May 1, 2007.  They have already started the enrollment process and it is running smoothly.  

Kristen mentioned that there will be an article in the newspaper regarding assisted care.

 

E        MOTION TO GO INTO EXECUTIVE SESSION MADE BY JOHN TROY – 2ND BY MERWIN ARMSTRONG TO DISCUSS THE RE-APPOINTMENT OF THE DSS COMMISSIONER – ALL PRESENT VOTING IN FAVOR – MOTION PASSES – THE COMMITTEE WENT INTO EXECUTIVE SESSION AT 8:55A.M.

 

E        THE COMMITTEE CAME OUT OF EXECUTIVE SESSION AT 9:14A.M. – AS A RESULT OF THE EXECUTIVE SESSION THE FOLLOWING MOTION WAS MADE:

 

E        MOTION BY CAROL TYTLER – 2ND BY JOHN TROY TO RE-APPOINT KRISTEN MONROE AS THE CORTLAND COUNTY COMMISSIONER OF SOCIAL SERVICES FOR A 5 YEAR TERM – ALL PRESENT VOTING IN FAVOR – MOTION PASSES

 

E        THE FOLLOWING PROPOSED RESOLUTION WAS DRAFTED PRIOR TO THE MINUTES BEING RELEASED:

 

E   Re-Appoint Commissioner of Social Services

Department of Social Services

WHEREAS, the Cortland County Legislature, through Resolution No. 274-02, appointed Kristen Monroe as the Commissioner of Social Services on July 10, 2002 for a five year term ending July 9, 2007 pursuant to Section 116 of Social Services Law, AND

WHEREAS, the County Administrator, pursuant to Section 5 of Local Law No. 7 of year 2002 is responsible for making recommendations to the County Legislature for the appointment of each department head; AND

WHEREAS, the County Administrator, after evaluation, recommends the reappointment of Kristen Monroe as Commissioner of Social Services; AND

WHEREAS, the Human Services Committee, after conducting their evaluation and reviewing the evaluation and recommendation of the County Administrator, concurs with the County Administrator’s recommendation of reappointment, NOW, THEREFORE BE IT

RESOLVED, that Kristen Monroe, Homer, New York be and is hereby appointed for a term commencing July 10, 2007 and ending July 9, 2012, and shall be compensated in accordance with the Management and Management Confidential Compensation Policy as may be amended from time to time.
