Committee Present:  Kay Breed, John Daniels, Tom Hartnett, John Steger, Newell Willcox – Steve Dafoe and Dan Tagliente were absent.

Others Present:  Scott Schrader, Marilyn Brown, and Angie Wyatt. Brian Parker, Tim Smith, Ric VanDonsel, Dennis Whitt, John Troy, Larry Cornell, Eric Mulvihill, Corey Preston

The meeting was called to order at 8:30a.m. by Acting Chairman, John Daniels

Safety Office

2.                  Appoint Safety/Code Officer – No action taken

Discussion:  Scott Schrader informed the Committee that the Safety Officer’s position was advertised twice, 4 people applied and 2 people dropped out.  Since Scott has not confirmed with selected candidate about taking the position, a resolution was not prepared. A resolution will be prepared for the next General Services meeting and will also go to the Personnel Committee.  It does not need to go to the Budget & Finance Committee because is already in the 2007 Budget.  The candidate has a lot of background in code and safety.  Newell Willcox asked what the salary is and if County residency is required.  Scott indicated that the salary is $29,000 plus fringes and that residency is not required.

DISCUSSION/PRESENTATIONS:

Letter from District Attorney- Court House Renovation – Scott Schrader, Legislative Chairman Marilyn Brown, Buildings & Grounds Chairman, Steve Dafoe, and JPS Chairman John Daniels received a letter from District Attorney David Hartnett of which was reviewed by the General Services Committee members.  In the letter Mr. Hartnett detailed reasons why he does not want to move his office from its present location.  Scott Schrader advised the Committee that they will be sitting down with occupants of the Courthouse to discuss the plans for the Courthouse.  Scott further advised the Committee that Mr. Hartnett was a part of the initial Courthouse renovations planning process.

Energy Audit: NYS Power Authority- Dave Laney – POSTPONED

DEPARTMENTAL REPORTS:

Buildings and Grounds:  Brian Parker and Tim Smith provided a written departmental activities report.  The Buildings and Grounds staff has completed the renovations of the Veteran’s Office, Real Property Office, Conflict Attorney’s Office and Annette Barber’s Office area.  The staff is now working on the E911/Records Room, Cortlandville training facility and the Buildings & Grounds suite.

It is proposed that the handicap parking for the Courthouse be moved to the Planning Department parking lot at 37 Church Street.  The spaces would be closest to the Courthouse.  Brian Parker said that they will need a sidewalk from the Planning Department parking lot to the Courthouse.  Scott Schrader indicated that the sidewalks can be installed by the Highway Department.

The Pumpkin Fest Committee has requested permission to the use of the Courthouse Park on October 6th and 7th for the 2007 Pumpkin Fest.  By a consensus of the General Services Committee, permission to use the Courthouse Park was granted.
