Committee Present:   Mike, McKee, Vice Chairman; Sandy Price, Don Spaulding and John Troy  - Absent:  Steve Dafoe & Tom Williams  -  Excused: Larry Cornell

Others Present: Marilyn Brown, Scott Schrader, Angie Wyatt, Annette Barber, Betsy Larkin, Don Ferris, Bill Wood, Bob Howe, Liz Burns, Katelyn Price

Mike McKee called the meeting to order at 8:40am.

COUNTY CLERK

1.      Accept LGRMIF/Amend Budget – Project Number 0580-08-8421 – MOTION BY SANDY PRICE – 2ND BY JOHN TROY – ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  Betsy Larkin explained that the deeds could be digitized and be available on the computer. 

COUNTY HISTORIAN

2.      Accept LGRMIF/Amend Budget, Records Center Inventory Project – MOTION BY JOHN TROY – 2ND BY DON SPAULDING – ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  In County Historian Jeremy Boylan’s absence, County Clerk Betsy Larkin explained that this would create a computer program to computerize the records.

DISCUSSION:

 

Safety Officer Salary, County Administrator – Scott Schrader requested that the Safety Officer be hired at a higher salary.  The Safety Officer’s position was advertised twice, 4 people applied and 2 people dropped out.  The candidate has a lot of background in code and safety but is not certified yet.  Scott would like to hire the candidate at a salary of $32,000 plus fringes instead of the $29,000.  County residency is not required for this position because the Safety Officer is not a Public Officer.  MOTION BY JOHN TROY – 2ND BY DON SPAULDING TO HIRE THE SAFETY OFFICER AT THE HIGHER SALARY – VOTING YES:  JOHN TROY, DON SPAULDING AND LEGISLATIVE CHAIRMAN, MARILYN BROWN  -  VOTING NO:  SANDY PRICE AND MIKE MCKEE – MOTION PASSES

New York State Board of Elections Lawsuit, Voting Machines, County Attorney – Assistant

County Attorney Liz Burns informed the Committee that there are 3 pending lawsuits.  There is a

Motion to dismiss by the Attorney General’ s Office on one of the lawsuits.  Election

Commissioner Bill Wood indicated that the Governor signed a Bill yesterday allowing counties

to continue with the lever machines. This Bill is open ended because it does not have a date for

when it should end.  Election Commissioner Bob Howe doesn’t think that we will be required to

use the new machines until after the Presidential election.  Liz Burns added that the Statute is

confusing because it indicates that counties can use the lever machines if they are handicap

accessible.

Vacancy Report, Personnel Officer – Annette Barber distributed the Vacancy Report.  She advised the Committee that 2 Nutrition Center Managers were being hired.  They will be reopening the search for the vacant position in the Treasurer’s Office.  They are having trouble filling the Licensed Master Social Worker position.

Unemployment Report, Personnel OfficerAnnette Barber distributed the Unemployment Report for the Committee’s review and then collected them due to the confidentiality of the information.
