The meeting was called to order at 2:15p.m. by Sub-Committee Chairperson,
Carol Tytler.

DISCUSSION
Carol
Tytler and Gene Cilanto gave an overview of the Route 281 Corridor Project
with respect to flooding issues for those who were not in attendance at the
January 3, 2007 meeting:
Upon Mr. Ford’s arrival,
Carol Tytler asked everyone present to introduce themselves.
Reconstruction of Route 281 Corridor Project – Carl Ford indicated that he was just briefed on the project this morning and since Gene Cilento is the project manager, he knows much more. Mr. Ford has been very busy with the snowstorm activity in Oswego. Mr. Ford indicated that it is the responsibility and authority to pass water from one side of the road to the other to keep the state highways from flooding. Mr. Ford suggested that a second storage area on the other side of the creek near the Country Inn Suites may be a solution to some flooding mitigation.
Carol Tytler asked if this
Committee should consider moving forward and approach the property owner about
acquiring some of the parcel needed to build a second detention pond.

Don Chambers stated that the Lead Agency should
forward and plans to the State DOT and incorporate this project with the DOT’s
project.
Ø
Amanda Barber suggested that we determine what it
is going to cost for C & S (Calocerinos & Spina) Engineering for the
design.

The design would be different from the DOT design,
because it would be separate
Ø
These actions would be for the betterment of the
County, City and Town of Cortlandville, thus all 3 municipalities would need
to be involved.
√Contact Calocerinos & Spina Engineering

Small group meeting with C & S (Calocerinos & Spina) AND
representatives from the County of Cortland; the City of Cortland; & the
Town of Cortlandville.
√Identify
possible revenue sources
√Establish
Lead Agency
√Possible
acquisition of property. Don
Chambers would like the NYSDOT involved with the procurement because they get
better results. Carl Ford
advised the Committee that the NYSDOT real estate group would be able to
assist.
√Completion
of Analysis and Design by C & S
√Contractual
Agreements between Municipal Entitles.

Additional Comments/Possible Actions:
► Carl Ford pointed out
that FEMA/SEMO would probably assist in this proactive approach to flooding
mitigation since it is being proposed by municipalities.
Carol Tytler indicated that they would re-connect with FEMA/SEMO
representatives.
►Danny
Ross and Don Chambers reminded the Committee that any proposed actions taken
by this Committee is required to be approved by the A-P-E Legislative
Committee and full Legislature.
