Others Present: Don Spaulding; Legislator, John Troy; Legislator, Danny Ross; Legislator, Scott Schrader, County Administrator, Brian Parker; Director of Buildings and Grounds, Elizabeth Larkin; County Clerk, Susan Morgan; Clerk of the Legislature
Brian Parker distributed a packet of properties that fit the guidelines provided by the committee. Ms. Tytler asked that Pat & Mike’s on Groton Avenue be added for consideration. Mr. Parker said he believed, but could not confirm that Cortland Glass and the Waffle House (Golden Skillet) are being sold to Kost Tire. The five properties that meet the all criteria are as follows:
Other properties discussed were:
Mr. Schrader added further options offered by David Yaman.
· Subway/Blockbuster in the West Plaza offered for lease with 38,000 square feet at $8 per square foot. That was eliminated due to the square footage and traffic flow issues
· MVE Homes located on Tompkins Street is offered for sale for $300,000. The property has over two acres and has utilities. Mr. Parker was asked to investigate any environmental issues, pending sale of the property and report back to committee.
· Recreation Bowling Alley on Port Watson Street has 4/10 of an acre and available for sale at $425,000. At issue was the City owning the parking area.
· The most potential site is Pomeroy Place on Pomeroy Street that is available for sale. Parking issues were raised. It has 91 parking spaces, 20 are owned by the church. Mr. Ross said that CAPCO turned down this site due to parking issues. Ms. Tytler said she did not like the split entrance and the fact that the property is off the beaten track.
Ms. Tytler recapped properties still in consideration with more information requested of Brian Parker:
MVE Homes
Groton Avenue Plaza
BOCES Plaza
Golden Skillet
Airport
Waffle House
Car Dealership
Pat & Mike’s w/ adjacent property
Ms. Tytler asked Ms. Larkin for input on the sites being proposed and she responded that her concern was travel distance for her to do DMV responsibilities and all proposed properties meet those needs. She emphasized that the site must be user-friendly. She cautioned the committee on the Golden Skillet building from personal observation. Discussion indicated that the Golden Skillet be taken out of the mix. Ms. Tytler inquired if there is any property available past the Taco Bell. Mr. Tagliente said that Mr. Armedio owns the property and it is located in the flood plain. Mr. Schrader added that there are three properties there and the concern is with flooding issues. Mr. Tagliente also questioned the City code that does not allow for steel construction. Mr. Schrader informed the committee of another inquiry he received requiring a confidentiality signed statement through him. He told the realtor that he is not interested in pursuing their terms and has not heard back.
Executive session ended at 8:37AM.
