Discussion: Brian Parker received proposals from 3 sources and Davis-Ulmer was the lowest bidder. Davis-Ulmer is currently and has been servicing the County for many years.

Discussion: Brian Parker indicated that he did not request proposals Over the years this is the only company that could fix the problem.

Discussion: They went with a one-year contract because the lowest bidder was the lowest bid for the first year but not for the 2nd year. They provide a yearly inspection for all the fire extinguishers and Safety Officer, Tom Huttleston does an inspection every month

Discussion: Scott Schrader suggested that the term dates be included in the first Whereas paragraph. He also informed the Committee that the Countys trash goes to our Landfill and the recycles go to the Recycling Center.
Authorize Stockwin Surveying To Conduct Survey Of Dwyer Park Pavilion MOTION BY JOHN DANIELS 2ND BY NEWELL WILLCOX ALL PRESENT VOTED IN FAVOR MOTION PASSES
Discussion: A long-term lease is required for CRT (Cortland Repertory Theatre) in order for them to be able to apply for grants. A survey of the Dwyer Park Main Pavilion is required.
To Abandon Right-Of Way To Suit-Kote Corporation MOTION BY JOHN DANIELS 2ND BY NEWELL WILLCOX ALL PRESENT VOTED IN FAVOR MOTION PASSES
Discussion: County Attorney, Ric VanDonsel explained that Suit-Kote and Cortland Bulk Milk are going to switch lands and Cortland Bulk Milk would like the County to abandon the right-of-way of the Suit-Kote property. The County does no longer have use of the right-of-way.

Buildings & Grounds
Deputy Buildings & Grounds Superintendent, Tim Smith provided a detailed Construction Diary of the Courthouse renovations (Attached hereto) and Buildings & Grounds Superintendent, Brian Parker provided a written departmental activity summary for the month of February.
Brian Parker received a complaint from a 911 dispatcher that the carpet on the wall in the new 911 Communications Center area did not meet code. Brian had it tested and it DID meet code.
Dana Soprano, Bicycle Safety Coordinator for Cooperative Extension has requested that she be permitted to place a vintage bike rack in front of the building. All Committee members present were in favor of it.
For informational purposes, Scott Schrader and Brian Parker indicated that air conditioning should be installed in the Jacobus Center and Auditorium. This could be done with building improvement funds from the Capital Improvement Budget if there are any funds left. The Auditorium is used regularly and it is uncomfortable for Jacobus Center patients because there is no air circulation.
Scott Schrader, at the request of the Legislative Personnel Committee, recommended that the 2 conference rooms (Room 302 & 304) be wired for audio and visual for the purpose of recording all the Legislative Committee meetings. It would cost $10,000 per room to have the rooms wired. John Daniels suggested that Legislative Chambers be used and save $20,000. The other Committee members agreed.
The air quality was tested at the Courthouse and it was determined that there is no asbestos and that the fibers found were common household lint.
Reminder: There will be a FOCUS Meeting Thursday night (March 8th) at 7:00p.m.

Construction Diary

1/16 James & Son Construction Co, Inc. arrived with no prints, specs and no recollection of their own time line. We lent them a set of prints and informed them the first floor was not ready per their time line. They proceeded to build a temporary wall in the North West office area and secure front entrance per the prints. Passive demolition started in the old A.T.I. office. Edgeline Electric Corp. was present to disconnect electric in basement demolition area. We received complaints about the parking situation at 37 Church and discovered contractors trucks parked outside the coned in area. The contractors were instructed to part in the coned off area.
1/17 James & Son Construction Co, Inc. arrived with no prints or specs. They continued with selective demolition in basement.
Edgeline Electric Corp. was also present to complete electrical demolition in the basement.
1/18 James & Son Construction Co, Inc. arrived with prints to continue selective demolition in the basement. (11:45a.m.) Received a call from our County Administrator requesting that I check the job site and report immediately. I arrived on site and discovered James & Son was using a gas powered target saw in the basement. They had provided no means of noise control, no positive ventilation and had done little to arrest the dust. I instructed the worker to stop all work immediately and please contact his boss.
Jim Allibrandi called me to state that he would be leaving his office around 1:00 p.m. to come to the job site. Met with Jim on site to go over our concerns, explained to him what the prints and spec book called out. I informed him he needed to clean up the hallway with a mop and vacuum after 5:00 p.m.
1/19 No work preformed on this date.
***** (Amended notation on 2/8) 1/20 County cleaning staff cleaned hallway outside old A.T.I. offices with wet cleaning machine. New runner rug was replaced with old runner rug. *******
1/22 Ottenscott dropped off their track hoe.
1/23 Paul Yaman, Inc. removed trees per prints. Ottenscott started trenching from building out, spoil was trucked as removed. Site was secured for evening.
1/24 Cortland County Highway removed additional tree and built temporary road into site from 37 Church. Ottenscott completed the trench. Paul Yaman, Inc. started block removal, dropped off framing for trench cover, site fencing, port-a-potty and propane tank.
1/25 Paul Yaman, Inc. continued removal of blocks from stairs, started building temporary enclosure, installed thermal blanket. Ottenscott removed section of sidewalk.
1/26 Paul Yaman, Inc. continued block work and building framing.
1/29 Job meeting at 9:00 and 10:30 a.m. Edgeline Electric Corp. started demo work in entrance and new Law Library. Yaman continued building framing and covered framing with poly. Buildings and Grounds disassembled wooden shelving in new security storage closet.
1/30 Paul Yaman Construction Inc. continued to close in framing with plywood doors in preparation of starting up heat. Judge Rumsey called and asked if we could have the workers turn down the music. I forwarded the message to Paul Yaman Construction Inc.
Attended site meeting with P.E.S.H. concerning dust and smell in building that started on 1/18. Buildings and Grounds removed shelving from work site and all remaining County belongings.
1/31 Paul Yaman Construction Inc. completed temporary shelter for ramp. Agway Energy Products set and fired heater for shelter. Foxcon Masonry started layout work for footers and base slab. James & Son Construction Co. started demo on the counter and rug in the North West corner, on the first floor, a day ahead of schedule. They did cover and tape the openings into the hall in the new Law Library but not in the old reception area.
2/1 Foxcon Masonry framed and leveled for footer slab
layout. James & Son Construction Co. continued to remove rug on first
floor. They asked if it was ok to start wall demo in the same area after 5:00
p.m. I call Max and security to assess the impact, they knew of nothing
happening in the building after 5:00. Walked through ramp site with Tom
Huttleston. Received a call from Lee Price asking if I could stop in to talk
with Jack Gosse about air quality in the Court House. Tom and I met with Lee
and Jack. Jack discussed his concerns for his employees health and would
like to have the air tested. After a brief discussion about calling in an
independent testing firm, I stated that I was not prepared to make that call.
After further discussion it was decided that Tom should call P.E.S.H. Tom, Lee
and I went to see Scott Schrader about Jacks concerns, Scott reinforced
calling P.E.S.H.
2/2 Foxcon Masonry started installing rebar in footer slab.
2/5 Foxcon Masonry started pouring slab, added additional heat in enclosure, set steel for risers and started building forms for vertical supports. Pete Moles from P.E.S.H. started air quality study.

2/6 Foxcon Masonry is continuing building forms for vertical supports. James & Son Construction Co. is removing demo materials from first floor; they noted a problem with the wall over the demoed area. I instructed Tom to have his boss call JCM with their concerns. Paul Yaman Construction Inc. is working on removing the last blocks from the stairway cut for the ramp. Edgeline Electric Corp. started to do the layout work for the data and phone equipment.
2/7 Did a walk through with; Emerald Electric, and J.C.M. on routing of conduit for ramp lighting. James & Son Construction Co. arrived to remove the debris from the basement work area. I was assured that the area would be sealed off and ventilated the so that no dust would escape. Foxcon Masonry started laying out the decorative facing on the outside of the ramp. Foxcon believes they will be setting rebar tomorrow and pouring concrete on Friday for the walls. I left a message for Tom Huttelston detailing Foxcons timeline. I went over the prints with Max Ripley. Max was concerned that phone outlets were available for her security officers. She was happy with what the prints called out.
2/8 Foxcon Masonry installed and tied rebar in walls for ramp. They will not be pouring concrete on Friday; the water shield will not be here in time for the pour. I called Tom Huttelston to update him on the contractors progress. Called Max Ripley to respond to her email about where the data feeds would terminate. I let Max know that I would call JCM and get her a definitive answer. Called Amy at JCM she will call the engineering firm, as she was having no more luck than I finding it in the specifications or prints.
2/9 Foxcon Masonry continued bracing and planking for Mondays pour.
2/12 Foxcon Masonry is making final preparations for pouring this morning. Foxcon completed pour and inserted ninety-degree ties for upper deck. Emerald Electric started conduit run for ramp lighting feed. No holes will be drilled today. Emerald Electric intends to drill hole tomorrow early.
2/13 Emerald Electric drilled holes using a wet core drill. Conduit run is complete through outside wall. Foxcon Masonry was not present on site today. Jim Brian from Paul Yaman call to ask what the County would charge him to keep the service road open to the ramp site. My feeling was that this would create a conflict, as I was not able to bill him. He agreed and would have a contractor plow the service road.
2/15 Foxcon Masonry striped forms from ramp walls.
2/20 Foxcon Masonry is installing 6 mills. Poly vapor barrier and starting to fill in ramp center with pea stone.
2/21 Center fill of ramp is not yet complete. Both ends are filled with center tapered from ends. Electrical conduit is installed to cross from rear to front of ramp. Filter fabric and compact stone fill is being installed on South side of ramp. Jim Alibrandi from James & Son Construction Co, Inc. called to ask if it was ok to start cutting holes for the steel supports in the evening of 2/22. He informed me he has the new steel layout. I told him I would check with all concerned parties and let him know at the meeting tomorrow.
2/22 Job meetings. Foxcon Masonry was delayed back filling the North side of the ramp. The suppliers employees were at M.S.H.A. yearly training.
2/23 Placed a call to Tom Platten from The Target Group to get a time line on his abatement work. He was not available to take my call, left a message detailing the same.
Ottenschott is back filling North side of ramp and installing base stone for under ramp storage. ##### Foot note, Ottenschott was seen on two different occasions backing ten wheel dump trucks down the City owned sidewalk between the Court House and Greenbush Street on this date. ####
2/24 Received a call from James & Son Construction Co. asking if it would be ok to resume cutting and digging in old A.T.I. space today. I instructed Tom to wait until tomorrow, as I was unsure if the Courts were done with their Naturalization ceremonies. He indicated that that was ok and he would proceed on Sunday.
2/26 All three holes in the old A.T.I. space appear to be complete. The debris form the dig has yet to be removed. Changed posting for Target Groups work, second posting runs out 2/28, extended until 3/10. Received a call from Buck Labs they will be here around 9:00 to set up their air quality equipment to get a baseline before Target starts on Wednesday the 28th. Showed Buck Labs where site of Targets work will be. He set up equipment in workspace outside in old A.T.I. office and one unit in hallway outside old A.T.I. office. Buck Labs will be removing all the test instrumentation after ninety minutes of testing. Foxcon Masonry finished filling center section of ramp and filled base at sidewalk end of ramp.
2/27 Todd from the Target Group call to say he will be here tomorrow to start setting up his equipment. He left a message for Buck Labs to indicate the same. Received information from Max Ripley that we have a site meeting with JCM and Courts tomorrow at 10:00 to discuss data wiring.
2/28 Site meeting with; Amy Daley (JCM), Max Ripley, Russ Oechsle (Courts), Joel Staab (Edgeline), Jason Reich and employee (Kimball) about data, duplicate outlets, lack of counter on drawings in security office, lights in the security office, drawers on security station and a/c issues. Courts want data line run to second floor switch. Joel and I found a reasonable path to make that happen. Edgeline will submit additions/deduction sheets to JCM for outlets, lights and data changes. We will need to pull up some of the floor in Judge Campbells courtroom. Amy Daley will contact James & Son Contracting about carpentry changes and get back to us with the numbers. The a/c issue was resolved I believe with no cost changes. Target and Buck Labs are in process of setting up equipment for the removal work. They anticipate actual removals to start tomorrow morning, finish all work and be torn down on Friday. I called Jim Brian, from Paul Yaman, to let him know that Targets trailer was across the entryway of his tent site and would be there until Friday. Jim did not see where that would cause a problem. Foxcon Masonry drilled seven holes in plank landing on new ramp. I believe these are for the Pex tubing to route around lower plank flex joint. I do not see these holes called out on the prints.
3/1 Target Group and Buck Labs arrived at 8:00 a.m. and commenced with the work as hired. Target still is anticipating completion of project on Friday. I requested a copy of the revised steel lay out from Amy Daley at J.C.M., she replied with a copy of the change from the engineer.
3/2 Target Group is waiting for Buck Labs to finalize
their air test and give them approval to tear down their equipment. They still
feel completion will happen today. Foxcon Masonry is in process of framing up
deck on ramp. They hope to pour the deck on Wednesday, pending S&H
Mechanical Inc. completes the Pex tubing installation for the lower half of
the ramp by Tuesday. Brian Parker and I attended finalization meeting with
P.E.S.H. on the air quality testing inside the building. P.E.S.H. found all
air born particles below acceptable levels.
3/5 Target Group and Buck Labs removed all their equipment from the site on Friday. I spoke to Jim Brian from Paul Yaman Construction Inc. to let him know that the pencil copy of payment request number two looks correct. He can submit it to J.C.M. for payment. Edgeline Electric Corp. is removing all the old data lines and sticky back wire mold in new Law Library. Foxcon Masonry has base insulation set, wall ties turned into ramp and is in process of setting tables for mesh. S&H Mechanical has stub pieces of Pex tubing run through holes that were drilled on 2/28. Called Jim Brian to ask if Pex stubs were just there to guide loops through holes, he will call S&H and call me back. I do not like the idea of having couplings in the concrete. Foxcon Masonry has set all the chairs and mesh. S&H Mechanical removed the stub pieces and has all the Pex tubing installed in the main body of the ramp without couplings. Edgeline Electric Corp. has removed all the old data lines and has relocated/removed electrical as called out on the prints for Law Library.
