Committee Present: Sandy Price, Chairperson; Carol Tytler, Vice-Chairperson; Merwin Armstrong. Mike McKee, Don Spaulding, Kay Breed and John Troy.
Others Present: Scott Schrader, County Administrator; Richard VanDonsel, County Attorney, Carol Deloff, Director-Office of the Aging; Brian Moore, Director of Services- DSS; Judy Davison, Director-E&T Grant Administration; Manny Lann, Director-Youth Bureau; Tara Patterson, Intern-Youth Bureau, Corey Preston, Media.
Sandy Price called meeting to order at 8:43 AM
Minutes of February meeting were unanimously approved.
On the motion of Mr. Troy, second by Mr. McKee and all members voting aye, Agenda No. 1 Accept Bids/Authorize Purchase Area Agency on Aging/Nutrition Miscellaneous Groceries and Frozen Foods was approved. Mr. Spaulding asked about the low bids on this. Ms. Deloff explained that they take the lowest price of individual items from the bid.
On the motion of Mr. Spaulding, second by Mr. Troy and all members voting aye, Agenda No. 2 Increase Hours Food Service Helper was approved. Ms. Deloff explained the Program has lost two employees along with four others out for surgical procedures. She is looking to fill the 25 hour position and added her staff has been great stepping up to fill in for the vacancies.
On the motion of Mr. Troy, second by Mr. Armstrong and all members voting aye, Agenda No. 3 Abolish/Create Social Services Program Specialist/Social Welfare Examiner/Social Welfare Examiner Trainee was approved. Mr. Moore explained this is an unique situation. The person in the position has requested to return to her former position of Social Welfare Examiner as she intends to retire in a year. This allows flexibility for the department and drops the pay by one grade.
On the motion of Mr. Troy, second by Mr. Spaulding and all members voting aye, Agenda No. 4 Authorize Agreement (Bus Lease- Cincinnatus Central School District) was approved. Mr. Lann showed the Committee the signs made by the State Prison for the bicycle trail. Ms. Price asked how many they had and Mr. Lann answered 35 but they needed more. He also told the Committee that the tennis money has been received, referring to the grant resolution passed last month.
On the motion of Mr. Spaulding, second by Mr. Troy and all members voting aye, Agenda No. 5 Accept Grant/Amend Budget (Healthy Heart Grant) was approved.
Discussions and Department Updates
Ms. Deloff told of the March for Meals Program, an annual campaign intended to educate and do fundraising for the Agency’s Meals on Wheels Program. She distributed invitations to all to participate in delivering meals during the month. She also distributed information regarding a bowling fundraiser. Last year we submitted our campaign and received the god award of $2000. She said the Alan Feinstein donates 1 million dollars annually for food drives. After the drive is over, we submit our report and last year we received $200. back.
Ms. Davidson distributed the WIA 2nd quarter report of 2006. She
said that the invitations are out for the “Journey to Jobs” in March at
the Oncenter in Syracuse to put together a regional workforce plan. Last week
the WIRE Grant announcement came and we are putting together applications that
are due April 5th. A new grant ADVANCE New York will be replacing the Building
Skills NYS for $50,000 per year for worker training. We received notice in January the Cortland Community
Reentry Program, Inc. was awarded a Building Skills in New York State (BUSINYS)
grant in an amount up to $40,250 for incumbent worker training.
Chairman Price said that Mr. Lann has been invited to be a speaker at the CCTVS meeting to give the background on the summer program in the County, Town and Villages. Mr. Lann asked for help in getting permission to place signs on the proper highways. Mr. Schrader suggested that he coordinate it with Don Chambers who can connect with State, County and Towns contacts for approved placement. Mr. Lann said the summer program this year will run from July 9 through August 10th this year. It is a week shorter due to July 4th. Tennis is a new activity added. Ms. Price spoke of a conference in Corning. Intern, Tara Patterson reported that she has finished the recreation calendar to ready for the March 15th meeting with the recreation people.
Chairman Price said that the appointment of the Commissioner of Social Services is up for review before June. She distributed Department Head Supervisor Evaluation Forms to the Committee and asked that they complete the evaluation and return it by the next meeting. Mr. Troy asked about the mechanics of doing this. Ms. Tytler explained the process and the committee’s role in this. Individually all will complete the form and they will be compiled into a single report. Mr. Schrader is not finished with his as yet but will evaluating all department heads on their anniversary dates annually. She stated that appointments that are multi-year appointments are the most important to do. Reminders will be sent out to bring these back for the next meeting.
