Committee Present: Steve Dafoe, Chairman, Dan Tagliente, Vice Chairman, John Daniels, John Steger, Newell Willcox – Absent: Kay Breed & Tom Hartnett

The meeting was called to order at 8:30a.m. by Chairman Steve Dafoe

MOTION BY MR. TAGLIENTE - 2ND BY MR. DANIELS - TO APPROVE THE MINUTES OF THE OCTOBER 9, 2007 MEETING – ALL PRESENT VOTING IN FAVOR – MINUTES APPROVED

Buildings & Grounds

  1. Award Bid/Authorize Purchase Light Duty Truck and Additional Equipment – MOTION BY MR. TAGLIENTE - 2ND BY MR. DANIELS - ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  Mr. Parker explained that the vehicle is a Ford Dump Truck with a Plow on it.  There was a problem with state bid process so they went to private bid and saved $3,000.

  1. Abolish/Create Building Maintenance Worker/Building Maintenance Mechanic – MOTION BY MR. DANIELS – 2ND BY MR. TAGLIENTE – ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  Mr. Parker indicated that this position is currently vacant and would like to replace the position with someone with better knowledge of Maintenance/Mechanic.

DISCUSSION/PRESENTATIONS

Computer disposal-DSS – Mr. Parker advised the Committee that there are computer monitors all over the hall in DSS and as a safety concern, would like to dispose of the computers.  The computers could be donated to not-for-profit agencies such as Senior Citizens Center.  Rotary Club donates computers to schools in other countries.  The Committee was in agreement to dispose of the computers by donating them.

Courthouse Phase II renovation update – Mr. Schrader advised the Committee that the bids are out and will be received by the 21st of November.  Action by the Legislature to award the bids will take place at the November 29, 2007 Legislative Session.

Assistant B&G Superintendent replacement – Mr. Parker indicated that they have 3 candidates that they will be interviewing.  2 of the individuals live in Cortland County and the 3rd lives outside the County.

Buildings & Grounds Departmental Report – Mr. Parker provided a written updated departmental activities report.

Forklift request – Mr. Schrader requested that the Boy Scouts be permitted to use the County’s forklift for their delivery of popcorn that they had a for a fundraiser.  The Boy Scouts have provided insurance naming the County as an additional insured and the forklift will be operated by a qualified County employee.  The Committee approved the request.

Potential DMV Site (Lime Hollow Road) – MOTION MADE BY MR. WILLCOX – 2ND BY MR. DANIELS TO PUT THE LIME HOLLOW SITE BACK ON THE LIST OF POTENTIAL DMV SITES – NO VOTE TAKEN – MR. WILLCOX RESCINDED HIS MOTION

Mr. Willcox had heard that 2 of the sites had been sold.  Other Committee members have not heard that.  Chairman Brown said that there an Ad Hoc Committee had been appointed and they shouldn’t be blind sided by this Committee.  Mr. Tagliente commented that this Committee should not be discussing this issue at this time.  Mr. Parker indicated that Ms. Tytler will be holding another public forum on DMV site location at Cortlandville.

District Attorney David Hartnett – Mr. Hartnett thanked Mr. Dafoe for going over to the District Attorney’s Office to check out their space situation.  Mr. Hartnett will provide a sketch of a proposal to leave the District Attorney’s Office as is.  Mr. Hartnett indicated that the renovation on the 3rd floor of the Courthouse could be done without moving the District Attorney’s Office.  Mr. Hartnett will distribute the sketches by the end of the week.  He further invited anyone to come to the District Attorney’s Office to see their space situation.
