Committee Present: John Daniels, Chairman; Tom Williams, Vice Chairman; Sean Clark, Don Spaulding, Danny Ross, Ron VanDee – Absent: Larry Cornell

Others Present:  Scott Schrader, County Administrator; Marilyn Brown, Legislative Chairman; Angie Wyatt, Secretary to County Administrator; District Attorney, David Hartnett; County Attorney, Ric VanDonsel; Legislator, John Steger; Probation Director, Jane Goldner; Sheriff Lee Price; Fire/Emergency Management Director, Bob Duell; WXHC News Director, Eric Mulvihill; Cortland Standard Reporter, Evan Geibel; Jim Mulhern, Bovis Company

The meeting was called to order at 9:30a.m. by Chairman, John Daniels

MOTION BY MR. VANDEE – 2ND BY MR. SPAULDING TO APPROVE THE MINUTES OF THE OCTOBER 9, 2007 MINUTES – ALL PRESENT VOTING IN FAVOR – MINUTES APPROVED

RESOLUTIONS:

Sheriff’s Department

  1. Authorize Agreement/Amend Budget Child Passenger Safety Program – MOTION BY MR. SPAULDING – 2ND BY DANNY ROSS – ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  Sheriff Price explained to the Committee that they purchase car seats and install them with this grant.  Charlie Stevens is now running this program since Bill Bracken retired.

DISCUSSION/COMMITTEE ACTION

Donation of Fire Engine to the Homeville Museum – Mr. Duell indicated that the Fire Engine could be sold at the auction in Onondaga County but the Homeville Museum asked if the County would donate it to the Museum – MOTION BY VANDEE – 2ND BY MR. WILLIAMS TO HAVE A RESOLUTION PREPARED TO DONATE THE FIRE ENGINE TO THE HOMEVILLE MUSEUM – ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Fire/Emergency Management – Mr. Daniels advised the Committee that Mr. Duell is asking for additional clerical help in the Fire/Emergency Management Office.  Mr. Schrader indicated that he will provide staff from a pool of clerical assistants as needed but he does not recommend to do anything permanent at this time.  Mr. VanDee asked Mr. Daniels how he felt about that.  Mr. Daniels indicated that he would like to see someone in a part time position and then go to full time.  Mr. VanDee indicated that if there is money in the budget  and if it can be done without changing the bottom line, he would be in favor of it.  Mr. Schrader suggested having someone all day but not every day.  Mr. Daniels commented that anything is better than nothing.  Mr. Williams said that using the same person would be beneficial.  COMMITTEE MOTION BY MR. WILLIAMS – 2ND BY MR. ROSS TO DIRECT MR. SCHRADER TO EXPLORE AND IMPLEMENT GETTING SOMEONE OUT OF THE CLERICAL POOL FOR A PART TIME POSITION FOR THE FIRE/EMERGENCY MANAGEMENT OFFICE – ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Probation Department – Ms. Goldner advised the Committee that she is pricing monitoring units from 3 companies.  She has received 2 proposals and will be working with Mr. Schrader on this purchasing of the monitoring units.

MOTION TO GO INTO EXECUTIVE SESSION MADE BY MR. CLARK – 2ND BY MR. WILLIAMS FOR DISTRICT ATTORNEY DAVID HARTNETT TO DISCUSS POTENTIAL CRIMINAL ACTIVITY REGARDING THE STEWART PLACE PROPERTY – MR. DANIELS, MR. WILLIAMS, MR. CLARK, MR. ROSS, MR. SPAULDING VOTING YES – MR. VANDEE VOTING NO AND LEFT THE MEETING – MR. VAN DONSEL ALSO LEFT THE MEETING – MOTION PASSES – THE COMMITTEE WENT INTO EXECUTIVE SESSION AT 9:43A.M.  -  OUT OF EXECUTIVE SESSION AT 10:00A.M.

With no further business to conduct, the meeting was adjourned at 10:01a.m.
