The meeting was called to order by Chairperson Sandy Price at 9:00a.m.

Ms. Price welcomed everyone particularly new Legislators.

RESOLUTIONS

Area Agency on Aging

  1. Authorize Application Area Agency on Aging (Retired and Senior Volunteer Program) – MOTION BY MR. TROY - 2ND BY MR. CORNELL - ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  Ms. Deloff indicated that this is for continued funding from the State Office for the Aging.

  1. Authorize Agreement Area Agency on Aging (Long Term Care Ombudsman Program) – MOTION BY MR. TROY - 2ND BY MR. MCKEE - ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  This is $3,900 from the state and $10,300 from the federal government to provide a long- term ombudsman program in the area.

Employment & Training

  1. Enter into Agreement Employment and Training Department And P.A.C.S. Security – MOTION BY MR. CORNELL - 2ND BY MR. TROY - ALL PRESENT VOTING IN FAVOR WITH FRIENDLY AMENDMENT (Amount Change:  From $860.00 to $880.00) – MOTION PASSES

Discussion: This system is for 99 Main Street and the amount of the agreement is $880.00 not $860.00 as indicated on the resolution.

  1. Amend Budget Department of E&T Grant Administration – MOTION BY MR. TROY                       - 2ND BY MR. CORNELL - ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  This is a grant in the amount of $140,000 to provide employment and training services by the Department of Employment & Training Grant Administration for the 2 One Stop Career Centers in Cortland and Auburn.  Mr. McKee congratulated the Youth Bureau in obtaining this grant.

Social Services

  1. Amend Budget Department of Social Services – MOTION BY MR. TROY - 2ND BY MR. SPAULDING - ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  Ms. Monroe indicated that these funds are for enhanced non-residential domestic violence services that have to be spent by June 30, 2008.  They will be entering into with the Y.W.C.A.  This also will allow time and resources for child protective workers to be out in the field.

DISCUSSION/ PRESENTATIONS:

Departmental Reports:

Aging:  Ms. Deloff advised the Committee that Office of the Aging served 664 clients between November 15, 2007 and December 31, 2007 for the Medicare Part D.  Now the fall out from Part D has started.

Ms. Deloff provided a staff positions status.  They need a food services worker in Willet and they need a driver.  Mr. McKee asked how many people work in Willet.  Ms. Deloff said that there is the site manager and one other person working but they have volunteers.  

Mr. Troy thanked Ms. Deloff for the Legislative breakfast that was held last week.  It was very informative and the agency acronyms were a big help.

Mr. Schrader is trying to set up a meeting with Barton & Loguidice to discuss the feasibility of the Office of the Aging moving to the South Main Street property.  Mr. Cornell feels that it is a long walk from the entrance of the Office of the Aging to the cafeteria and the new location would probably be better.  Mr. Cornell also urged new Legislators to go out with one of the people that delivers Meals-On-Wheels.

Employment & Training:  Ms. Davison indicated that they are entering into a new planning cycle.  There is some space at the One Stop Career Center at 99 Main Street that can be rented.  Ms. Davison and Ms. Sandwick encouraged Legislators to go to the One Stop Center for a tour.  Ms. Davison also invited Legislators to visit the Grant Administration Office in Room 104 on the first floor of the County Office Building.

Ms. Sandwick distributed brochures and calendars from the One Stop Center and reiterated Mr. Davison’s invitation to visit the One Stop Center for a tour.

There will be a Skill Trades Union presentation at the One Stop Center on January 24, 2008.

Social Services:  Ms. Monroe provided DSS caseload statistics with definitions and briefly explained the status.  They received extra food stamp bonus money of which they are going to use for overtime and security for extended hours and for cubicles for additional confidentiality for interviews. 

Ms. Monroe informed the committee of some recent staffing challenges that are being addressed in the Family and Children's Services Unit. They had 8 workers leave since October and are facing long training curves before they can get back up to speed.

Ms. Monroe also invited Committee members to down to the Department of Social Services for a tour.

Youth Bureau – Mr. Lann invited Legislators to participate in the Youth Leadership Day, which will be held on February 12, 2008.  Cortland County Youth Leadership students from each of the County schools will be visiting the jail, 911 Center and meet with Judge Rumsey in the Main Courtroom first and then will meet with County Legislators and Mr. Schrader in the Legislative Chambers.  Mr. Troy, Ms. Price and Mr. Spaulding volunteered to be there.  Mr. Lann will send out information to other Legislators who may be interested in participating.

A survey that was sent out to the schools is being finished and compiled.  Mr. Lann will give an update on the results of the survey at a future meeting.

Mr. Lann was influential in the creation of a county bicycling map.  The bike map is available at the Cortland County Convention and Tourism Center from director, James Dempsey.  Mr. Lann indicated that Mr. Dempsey receives a lot of requests for the map in the summer months.  There is a program that old bikes are donated; the children/adults fix them up and are able to keep them.

Mr. Lann invited Legislators to visit his office in the basement in the back of the building anytime.

Veterans – Mr. Bullock said that the Veterans Office had about 3500 contacts in 2007 with a substantial increase in Vietnam Vets.  Mr. Bullock advised the Committee that the VA Clinic in Cortland is encouraging veterans with Medicaid or Medicare to use it elsewhere.

Ms. Price asked Mr. Schrader if he had anything to say.  Mr. Schrader said that it is going to be an interesting year especially in DSS.

A change in meeting times was discussed because Wednesdays is not convenience for Mr. Troy and that Human Services used to meet on Thursdays.  After some discussion, it was left that Ms. Price will discuss the matter with the Chairpersons for the Ag/Planning/Environ and Personnel Committees about meeting times on Thursdays.
