Committee Present: Danny Ross, Chairman; Tom Hartnett, Vice Chairman; John Steger, Dave Wern, Carol Tytler, Merwin Armstrong, Paul Allen - Absent: Carol Tytler

Others Present: Angie Wyatt, Secretary to Scott Schrader & Dan Dineen, Planning Department Director

MOTION TO APPROVAL THE MINUTES FROM THE AUGUST 31, 2004 BY JOHN STEGER – 2ND BY MERWIN ARMSTRONG – ALL VOTED IN FAVOR - PASSED

RESOLUTIONS:

  1. Authorize Grant Application - Technical Assistance Program – Strategic Planning (Cortland County Planning Department) – MOTION BY DAVE WERN – 2ND BY TOM HARTNETT – ALL VOTED IN FAVOR – PASSED
  2. Justification: To provide strategic planning technical assistance to the hamlet areas of the Towns of Cincinnatus, Harford, Taylor, Truxton and Virgil. There is enough grant money to assist 5 hamlets.

     

  3. Authorize Agreements, Planning Department** and New York State Department of Agriculture and Markets - Acquiring Conservation Easements on the Leslie F. and Lorraine Chace Farm in the Town of Homer, the Darrell and Ann Henderson Farm in the Town of Homer, and the Russell and Janice Sears Farm in the Town of Preble, Cortland County (Cortland County Planning Department) – MOTION BY PAUL ALLEN TO ACCEPT THIS RESOLUTION AND HOLD 7% ADMINISTRATIVE FEE IF IT CAN BE DONE – 2ND BY DAVE WERN – ALL VOTED IN FAVOR – PASSED

Justification: This is to purchase development rights and acquiring conservation easements. Because the Planning Department prepares the grant applications and oversees it, the Committee would like the Planning Department to keep 7% of the funds for administrative fees. Dan Dineen will research if this can be done. John Steger would like to know how much time goes into this grant project.

DISCUSSION/PRESENTATION

 

Dan Dineen gave the Committee an overview of the Planning Department’s activities such as the consolidation of the 4 Agriculture districts; Quarter studies for Rte. 392, Rte. 281 & Rte. 13; and working with various municipalities on comprehensive plans, zoning, etc.

Dan commented that the Planning Department’s move to 37 Church Street went well and that they like it there.
