Others Present: Scott Steve, Angie Wyatt, Carol Deloff, Nancy Mazzone, Mary Ellen Neville, Manny Lann, Robin Weston, Judy Davison

The meeting was called to order at 7:36a.m. by Chairperson, Marilyn Brown.

MOTION BY PAUL DIGIOVANNI – 2ND BY DAN TAGLIENTE TO APPROVE THE MINUTES FROM THE SEPTEMBER 1, 2004 MEETING – ALL VOTED IN FAVOR – PASSED

 

RESOLUTIONS

 

     

  1. Authorize Agreement-Cortland Housing Assistance Council, Inc. (Area Agency on Aging) MOTION BY PAUL DIGIOVANNI – 2ND BY DAN TAGLIENTE – ALL VOTED IN FAVOR – PASSED
  2. Justification: This is to provide handyman, weatherization and ramp installation services for the elderly. The County’s cost is $1,000.00. Scott Steve asked if the amount of the agreement was labor costs. Carol Deloff indicated that it was labor and material.

     

  3. Amend Budget-Community Solutions Grant (Department of Social Services) – MOTION BY PAUL DIGIOVANNI – 2ND BY DAN TAGLIENTE – ALL VOTED IN FAVOR – PASSED
  4. Justification: This grant is 100% funded through federal dollars. Through Catholic Charities, this grant provides for transportation services to individuals and families meeting the 200% below Federal poverty level income requirements.

     

  5. Authorize Agreement-New York Department of Labor (Department of Employment and Training) – MOTION BY SCOTT ELSTON – 2ND BY DAN TAGLIENTE – ALL VOTED IN FAVOR – PASSED
  6. Justification: This is for the office space permit agreement with NYSDOL for use and occupation of space located in the building at 99 Main Street, Cortland, New York.

     

  7. Amend Budget-Title V Senior Community Services Employment Program (Department of Employment and Training) – MOTION BY DAN TAGLIENTE – 2ND BY PAUL DIGIOVANNI – ALL VOTED IN FAVOR – PASSED
  8. Justification: This is for a seniors work program. It is 100% federally funded.

     

  9. Authorize Agreement-Data Processing (Department of Employment and Training Grant Administration) – MOTION BY DAN TAGLIENTE – 2ND BY PAUL DIGIOVANNI – ALL VOTED IN FAVOR – PASSED

Justification: This is to provide computer and related technical services from the County’s Data Processing Department. These are federal funds.

DISCUSSION/PRESENTATIONS/REPORTS

 

Youth Bureau (Manny Lann): Manny distributed the 2004 Cortland County Summer Recreation Annual Report and briefly discussed it. Manny made a request that the Airport property (formerly the Airport Drive-In) be used for a Soccer Field. The Homer Recreation Department would maintain it and there would be plenty of parking there. Committee members questioned whether it would be safe and if it would be approved by the Federal Aviation Administration. Manny will write up a formal request.

Employment & Training Grant Administration (Judy Davison and Robin Weston): Judy gave a brief overview of the Building Skills in New York State (BUSINYS) and the New York Smart, 14-K Programs.

Budgets Discussion: There was a brief discussion on the budgets for Cortland County Youth Bureau and Cortland County Area Agency on Aging. The Legislators had just received all county department budgets and have not had a chance to review them.
