DRAFT MINUTES

 

Committee Present: Merwin Armstrong, Vice Chairman; Tom Hartnett, Larry Cornell, Kurt Behrenfeld, Marilyn Brown, Kay Breed, Dave Wern, Chairman arrived a few minutes late.

Others Present: Scott Schrader, County Administrator; Angie Wyatt, Secretary to Scott Schrader; Dianne Claflin; Lee Price, Bob Duell

The meeting was called to order at 9:05a.m. by Vice Chairman, Merwin Armstrong. Chairman Dave Wern subsequently presided at the meeting upon his arrival. Dave was in Committee Room 302 at a special Alternatives to Incarceration Advisory Board meeting.

MOTION BY LARRY CORNELL – 2ND BY TOM HARTNETT TO APPROVE THE MINUTES OF THE AUGUST 4, 2004 MEETING – ALL VOTED IN FAVOR – PASSED WITH THE CORRECTION OF RESOLUTION # 2 (ACCEPT GRANT/AMEND BUDGET-RECORDS SYSTEMS GRANT NYS ARCHIVES: FIRE AND EMERGENCY MANAGEMENT – LARRY CORNELL WAS LISTED AS MAKING THE MOTION AND SECONDING IT. IT WAS SECONDED BY MERWIN ARMSTRONG.

Dave Wern informed the committee that the A.T.I. Advisory Board met to discuss possible members of the newly named A.T.I. Advisory Board.

RESOLUTIONS

 

  1. Authorize Agreement-New York State Department of Agriculture and Markets (Department of Weights and Measures) – MOTION BY LARRY CORNELL – 2ND BY MARILYN BROWN – ALL VOTED IN FAVOR – PASSED
  2. Justification: The NYS Department of Agriculture and Markets reimburses the County of costs and expenses to participate in the Petroleum Product Quality Program. This ensures that petroleum products in Cortland County meet specified quality standards and guards against the sale of inferior products.

  3. Establish Petty Cash Account – Petroleum Quality Testing Program (Weights and Measures Department) – MOTION BY MARILYN BROWN – 2ND BY LARRY CORNELL – ALL VOTED IN FAVOR – PASSED
  4. Justification: Petty cash account in the amount of $250.00 to purchase petroleum samples for testing.

  5. Authorize Agreement/Amend Budget – Child Passenger Safety Program (Sheriff’s Department) – MOTION BY KAY BREED – 2ND BY KURT BEHRENFELD – ALL VOTED IN FAVOR – PASSED
  6. Justification: This is a grant from the NYS Governor’s Traffic Safety Committee for the proper use and installation of child safety seats.

  7. Authorize Agreement – Cortland County Emergency Communications Group-CCECG (Fire and Emergency Management) – MOTION BY MARILYN BROWN – 2ND BY LARRY CORNELL – ALL VOTED IN FAVOR – PASSED

Justification: The Cortland County Emergency Communications Group for the provision of emergency communications, equipment and personnel in return for the use of the County communications infrastructure.

DISCUSSION

 

Amateur Radio Contract: Resolution # 4 deals with authorizing the agreement with the Amateur Radio Group (Cortland County Emergency Communications Group). The contract will be finalized by October.

A.T.I. Advisory Board: A Resolution will be required to change the name to Cortland County Criminal Advisory Board. The resolution will be discussed at the next JPS meeting. Dianne Claflin informed the Committee of the list of mandatory individuals and proposed individuals that should be asked to serve on the new Board.

Update on 911 Dispatch: Lee Price reported that the system was fully implemented and there have been problems and difficulties that they are working on and it is confusing for now but all in all it is going well.

Solon Tower: Bob Duell reported that the Solon Tower is not fixed yet. They are waiting for parts.

Fire Training: Bob Duell informed the Committee that there will be a training session for firefighters using burn containers at the Suit-Kote property on Rte 11 in Homer. Bob invited everyone to attend to observe the training. It is at 6:30p.m. tomorrow night.

Parole Violators: Kay Breed briefly discussed the letter from NYSAC (New York State Association of Counties) regarding parole violators. According to said letter, if the individual is arrested because of a parole violation the State pays the cost of the local housing in our jail. If the individual is arrested for something and brought in, the County has to pay the housing costs until the parole violator is transferred to a state facility.
