Committee Present: Kay Breed, Chairperson; Marilyn Brown, Michael McKee, Carol Tytler (Late), Tom Williams, Steve Dafoe Absent: Scott Elston

The meeting was called to order at 8:04a.m. by Chairperson, Kay Breed.
MOTION BY MIKE MCKEE - 2ND BY MARILYN BROWN TO APPROVE THE MINUTES OF JULY 13, 2005.
RESOLUTIONS
Chairperson, Kay Breed permitted Bill Allen to speak briefly regarding the violations regarding the residency requirements of County Deputy Sheriffs. He indicated that the Sheriffs Department is not abiding by the Residency Laws and that this grievance started before he was arrested.

1. Introduce Local Law No. 1 of 2005: A Local Law Creating an Exception to the Residency Requirement for Deputy Sheriff Titles for Cortland County MOTION BY MIKE MCKEE 2ND BY TOM WILLIAMS - ALL VOTED IN FAVOR PASSED
Discussion: After discussion of the pros and cons to Public Officers living outside the County;
The Committee discussed whether to permit Public Officers to live in contiguous counties or to
permit Public Officers to live in certain municipalities in contiguous counties with a travel
distance criteria, the Committee by a MOTION BY MARILYN BROWN 2ND BY TOM
WILLIAMS TO HAVE THE COUNTY ATTORNEY TO RE-WRITE THE LOCAL LAW
THAT PUBLIC OFFICERS WOULD BE PERMITTED TO WORK FOR THE COUNTY
WITH RESIDENCY SELECTED AND BASED UPON TRAVEL DISTANCE TO CERTAIN
MUNICIPALITIES IN CONTIGUOUS COUNTIES. ALL VOTED IN FAVOR PASSED
THE COMMITTEE DIRECTED THAT THE ABOVE CHANGE BE DRAFTED FOR ALL
4 OF THE LOCAL LAWS REGARDING PUBLIC OFFICERS BE PRESENTED ON THIS
AGENDA.
THE PERSONNEL COMMITTEE WILL MEET AT 4:00PM ON THURSDAY, AUGUST 18,
2005 (PRIOR TO THE LEGISLATIVE SESSION) TO VOTE ON THE 4 LOCAL LAWS
2. Introduce Local Law No. 2 of 2005: A Local Law Creating an Exception to the Residency Requirement for Correction Officer Titles for Cortland County MOTION BY 2ND BY ALL VOTED IN FAVOR PASSED

4. Introduce Local Law No. 4 for 2005: A Local Law Creating an Exception to the Residency Requirement for Assistant Public Defender for Cortland County MOTION BY 2ND BY - ALL VOTED IN FAVOR PASSED

5. Accept Local Government Records Management Improvement Fund/ Amend Budget
Project 0580-01-0063 MOTION BY MARILYN BROWN - 2ND BY TOM WILLIAMS
ALL VOTED IN FAVOR WITH THE FOLLOWING TO BE ADDED TO THE
RESOLUTION: THE SOURCE OF THE GRANT AND THE EXPIRATION DATE OF
THE GRANT PASSED WITH ADDITIONAL INFORMATION IN THE
RESOLUTION.
Discussion: This grant is for scanning the records in the Election Office. This has to be done by July, 2006. Bob Howe indicated that this grant does not include personnel costs and with all the new HAVA regulations being implemented he will not have enough staff time to complete the work required by this grant. Bob further indicated that he would be coming back to the Committee to ask for additional staff to meet the deadline of this grant.
6. Adopt Procedure Manual for the Cortland Record Center / County Clerks Office MOTION BY MARILYN BROWN - 2ND BY TOM WILLIAMS MOTION FAILED DUE TO LACK OF VOTE .MOTION BY MARILYN BROWN 2ND BY TOM WILLIAMS TO TABLED THIS RESOLUTION ALL VOTED IN FAVOR - PASSED
Discussion: The Committee would like more time to review the document before they adopt it.
DISCUSSIONS/PRESENTATIONS
Vacancy Report Annette Barber, Personnel/Civil Service- Annette Barber was unavailable so Scott Schrader gave a brief update.
Election Office Update- Bob Howe distributed a letter from the NYS Board of Elections regarding salaries of Election Office staff. Bob indicated that the Election Office is a State Office. Scott Schrader pointed out that the local Election Office is established by the State but it is a County Department. Bob advised the Committee that 2 voting machine vendors will be at the October 20, 2005 Legislative Session to demonstrate new voting machines. He further reminded the Committee that the County would be setting salaries and paying for the 160+ employees such as Election Inspectors & Election Machine Custodians.
