Others Present:  Scott Schrader, County Administrator; Angie Wyatt, Secretary to Scott Schrader; Kristen Monroe, DSS Commissioner; Carol Deloff, Director-Office of the Aging; Judy Davison, Director E & T Grant Administration; Roseanne Coville, Administrative Assistant-County Youth Bureau (Representing Manny Lann, Director); Corey Preston, Cortland Standard; Mary Ewing, Rob Ferri, Mike Pisa, Joanne Wickman, Mike Lanagan, all representing the Housing Sub-Committee

RESOLUTIONS

 

Area Agency on Aging

  1. Amend Budget Long Term Care Education Information and Outreach Program – MOTION BY MIKE MCKEE - 2ND BY JOHN TROY - ALL VOTED IN FAVOR – PASSED

Discussion: This is the second round of funding.  The Office of the Aging has had this program before but now they are getting funded for it.

 

Social Services

2.      Abolish/Create Community Services Worker/Secretary I (Written Justification Attached) – MOTION BY JOHN TROY - 2ND BY KAY BREED - ALL VOTED IN FAVOR - PASSED

Discussion: Kristen Monroe provided the Committee with a written detailed justification for the requested position.  Sandy Price complemented Kristen on providing this information.  Other Committee members commented that all departments should do the same.

 

Employment & Training - NONE

 

Youth Bureau

3.      Accept Donation/Amend Budget (Pall Trinity Union Donation) – MOTION BY JOHN TROY - 2ND BY MERWIN ARMSTRONG - ALL VOTED IN FAVOR – PASSED

Discussion:  This is money that is donated to the County Youth Bureau by the Pall Trinity Union.

 

4.      Amend Budget (Youth Development/Delinquency Program) – MOTION BY MERWIN ARMSTRONG - 2ND BY JOHN TROY - ALL VOTED IN FAVOR – PASSED

Discussion: NONE

 

 DISCUSSION/ PRESENTATIONS:

Departmental Space Needs – Kristen Monroe indicated that the Department of Social Services needs the security door upgraded.   The update will cost approximately $15,000.  Kristen further advised the Committee that the DSS reception area is too small and that the larger areas are lacking privacy.

Judy Davison, Director of Employment & Training Grant Administration advised the Committee that the lease for the Employment & Training Office on Main Street ends in August 0f 2007.

Sandy Price asked the Department Heads present to provide more information regarding their space needs at the next meeting.  It was suggested that the Committee tour the departments of Social Services, Aging, Employment & Training, Employment & Training Grant Administration and the County Youth Bureau.

Housing Sub Committee Presentation -  This Committee was suppose to be originally scheduled for the June Human Services meeting but was inadvertently left off the June agenda.

The Housing Sub Committee members gave a brief overview.  They had made a presentation at the May Human Services meeting.  They need County support for an application they are submitting to HUD.  They only need the County’s approval for the project – no County funds are necessary for this project.  The Housing Committee is working with other agencies in Cortland for this project.  Sandy Price asked everyone in the room for their input.  The consensus of people in the room was favorable in supporting this concept.  MOTION BY CAROL TYTLER – 2ND BY JOHN TROY TO ENDORSE AND SUPPORT THE HOUSING CONCEPT FOR APPLICATION TO HUD – ALL HUMAN SERVICES COMMITTEE MEMBERS VOTING IN FAVOR – PASSED – County Attorney, Ric VanDonsel will obtain more details and draft a Resolution in support of this proposal.
