MINUTES

Committee Present:  Carol Tytler, Chairperson; John Troy, Merwin Armstrong – Absent:  Kay Breed & Danny Ross

Others Present:  Angie Wyatt, Dan Dineen, Don Chambers, Val VanGorder, Susan Feiszli, Chris Bistocchi

The meeting was called to order by Chairperson, Carol Tytler at 7:35a.m.

DISCUSSION

 

Review of Maps  Dan Dineen distributed a more detailed map and a list of properties/property owners affected.  The Committee identified the area of first priority as the City of Cortland streets, Samson Street, Willow Avenue, North Main Street, Euclid Avenue & Brown Avenue.  Chris Bisocchi advised the Committee that the City received federal funds to replace the culvert at the Creek on North Main Street.  Carol Tytler felt that the Committee is at the point of making decisions of the target areas and that through the efforts of Dan Dineen, Amanda Barber & Bernie Thoma a grant proposal could be initiated upon the approval of the Cortland County Legislative Agriculture, Planning, Environmental Committee and full County Legislature.  Dan Dineen will provide detailed maps of the Perplexity Creek area in the City at the next meeting and the Committee may decide to make this area the 2nd priority.  Carol Tytler suggested that Don Spaulding, Shannon Terwillegar and Sean Clark be contacted since they also represent those areas affected.

Kennedy Parkway Area - Chris Bistocchi advised the Committee that due to an Infiltration Study done in the Kennedy Parkway area of the City, it has been mandated that the catch basins be replaced and the City has 6 weeks to put together a schedule to have the work completed by 2008.  The City will be bonding through the Waste Water Treatment Plant.  This will only cover slip lining of pipes, storm basins and manhole issues.  Due to the income factor for the Community Block Grant applications, the Kennedy Parkway/Morningside Drive area does not meet the criteria.

Affected Areas Outside the City – Members of the Committee identified McGraw, Cincinnatus, Marathon and Truxton as problem areas outside the City.

The income level in these areas may be above the required household income cut-off.  A survey would have to be conducted to determine area eligibility.  Carol Tytler thought that maybe college students could assist in doing a survey in the area the Sub-Committee targets. 

Plan of Action – Carol Tytler will contact Bernie Thoma and the college regarding the necessary surveys that need to be completed.  Carol will also contact Danny Ross about a survey in the Village of McGraw.

Carol Tytler asked Dan Dineen to provide maps for Cincinnatus, Marathon, Truxton & McGraw at the next Sub-Committee meeting.

Val VanGorder and Susan Feiszli will contact residents in their prospective city wards and also talk to their Legislative counterparts, John Troy & Don Spaulding.
