Committee Present: Sandy Price, Chairperson; Carol Tytler, Vice Chairperson; Merwin Armstrong, Mike McKee, Don Spaulding, John Troy     -     ABSENT:  Kay Breed

Others Present:  Scott Schrader, County Administrator; Marilyn Brown, Legislative Chairman; Angie Wyatt, Confidential Secretary to County Administrator; Ric VanDonsel, County Attorney; Carol Deloff, Director-Office of the Aging; Manny Lann, Director-County Youth Bureau; Tara Patterson, Intern-Youth Bureau; Corey Preston, Cortland Standard

Meeting called to order at 8:30a.m by Chairperson, Sandy Price             

MOTION TO APPROVE THE MINUTES OF THE JANUARY 11, 2007 MEETING MADE BY JOHN TROY – 2ND BY MERWIN ARMSTRONG WITH THE FOLLOWING CORRECTIONS:  RIC VANDONSEL, COUNTY ATTORNEY WAS PRESENT AT THE MEETING & CORRECTION OF THE SPELLING OF JOHN TROY’S NAME (A TYPO) – ALL PRESENT VOTED IN FAVOR – MINUTES APPROVED WITH CORRECTIONS.

 

RESOLUTIONS:

Area Agency on Aging

  1. Amend Budget (Community Services for the Elderly Program - Services)
  2. Amend Budget (Expanded In-Home Services for the Elderly Program - EISEP)
  3. Amend Budget (Supplemental Nutrition Assistance Program) – MOTION BY DON SPAULDING – 2ND BY MIKE MCKEE TO APPROVE AGENDA ITEMS 1 TO 3 AS A BLOCK VOTE – ALL VOTED IN FAVOR – PASSED - AGENDA ITEMS 1, 2 & 3 APPROVED

Discussion:  Carol Deloff advised the Committee that the State has provided for a cost of living increase in the funding.  Some of the funds will be spent on office supplies, training and education.

Youth Bureau

4.      Accept Grant/Amend Budget/Authorize Agreement (United States Tennis Association Grant) – MOTION BY JOHN TROY – 2ND BY CAROL TYTLER – NO VOTE

Discussion:  Manny Lann advised the Committee that he just received word that the USTA funding is on hold.

            MOTION BY JOHN TROY – 2ND BY MERWIN ARMSTRONG TO AMEND THE MOTION/RESOLUTION TO BE CONTINGENT UPON FUNDING BY THE USTA – ALL PRESENT VOTED IN FAVOR - PASSED

 

DISCUSSION/ PRESENTATIONS:

Youth Bureau (Manny Lann):  Manny introduced his SUNY at Cortland Intern, Tara Patterson.  Tara is a junior and is majoring in Sociology and Anthropology.  She is not sure what she will be doing for the County Youth Bureau yet.

Manny passed around a brochure/map from the Visitors/Convention Bureau of a bicycle routes in Cortland County.  Manny is in the process of trying to get a grant from the Healthy Heart Program for this bicycle project.  Manny will get a brochure for all Legislators.

Youth Leadership Day is being held on Tuesday, February 13th at 10:30a.m.

Scott Schrader invited the Committee and all Legislators to also participate in the Adult Leadership Group on Thursday, February 15th at 10:30a.m.

Office of the Aging (Carol Deloff): Carol indicated that they are gearing up for “March For Meals” and they are having a campaign in March to raise awareness of the Meals on Wheels Program.

Social Services: NONE

Employment & Training/Grant Administration: NONE

Veterans Service:  NONE
