The meeting was called to order at 8:30a.m.by Chairperson, Sandy Price.

RESOLUTIONS  

Area Agency on Aging

1.      Authorize Application (Retired and Senior Volunteer Program) – MOTION BY JOHN TORY – 2ND BY MIKE MCKEE – ALL PRESENT VOTED IN FAVOR – PASSED

Discussion:  Carol Deloff explained that this is normal state funding.

 

2.      Authorize Agreement (Office of Mental Retardation/Developmental Disabilities) – MOTION BY MIKE MCKEE – 2ND BY JOHN TROY – ALL PRESENT VOTED IN FAVOR - PASSED

Discussion:  NONE

 

3.      Authorize Agreement (Long Term Care Ombudsman Program) – MOTION BY DON SPAULDING – 2ND BY JOHN TROY – ALL PRESENT VOTED IN FAVOR – PASSED

Discussion:  NONE

 

Social Services

  1. Authorize Rates (Foster Care/Adoption Payment Rates) – MOTION BY DON SPAULDING – 2ND BY JOHN TROY – ALL PRESENT VOTING IN FAVOR – PASSED

Discussion:  Kristen Monroe provided the Committee with a written justification and explained the rates for foster care has not been increased in over 10 years.  The State now requires increasing the foster care rates 2.8%.

 

  1. Authorize Agreement (StafCare d/b/a AmeriCare) – MOTION BY MERWIN ARMSTRONG – 2ND BY JOHN TROY – ALL PRESENT VOTED IN FAVOR – PASSED

Discussion:  NONE

 

Employment & Training

6.      Authorize One-Stop Operator Agreement between the Cayuga-Cortland Workforce Investment Board and One-Stop Operator Consortium of the Cayuga-Cortland Workforce Development System – MOTION BY JOHN TORY – 2ND BY MERWIN ARMSTRONG – ALL VOTED IN FAVOR – PASSED

Discussion:  Judy Davison explained the changes required by the State.  The are proposing a 3-year agreement.

Youth Bureau

            No Resolutions

 

DISCUSSION/ PRESENTATIONS:

 

County Youth Bureau  – Manny Lann has proposed that Nancy Kroot be reappointed to the County Youth Bureau Board.  By concensus of the Committee, it is recommended that Nancy Kroot be reappointed to the County Youth Bureau Board.

Manny announced the upcoming Gene Leombruno Award Ceremony.  Manny explained Mr. Leombruno was Chairman of the Legislative Recreation/Culture Committee at the time of his death.  Sandy Price and Angie Wyatt shared some memories of Mr. Leombruno.

Youth Leadership day will be held on February 13, 2007 at 10:30a.m.  Legislators are welcomed to attend.

Employment & Training Grant Administration -  Judy Davison explained the Cayuga-Cortland Performance Improvement Plan for PY 2005 1-B Program Performance Cayuga-Cortland Workforce Investment Board and the Policies for Vocational Skills Training And Degree Programs Selection of Training Provider

Veterans Office – Sandy Price welcomed Carl Bullock, Director of the Cortland County Veterans Services.  The Veterans Office’s departmental jurisdiction is now under the Human Services Committee.  Carl explained to the Committee that the Veterans Office assists Cortland County veterans and their families with filing claims.  They have helped over 2000 veterans and their  families with a lot of different benefits.  They help with such benefits as pensions, medical, VA loans, education benefits, compensation for post traumatic stress disorder, property tax exemptions.  High School diplomas were available to World War II and Korean War Veterans that did not graduate because to going to military duty.  High School diplomas are now available to Viet Nam War Veterans too.

Office of the Aging – Carol Deloff advised the Committee that the open enrollment for the Medicare D was done and that it was much more difficult.
