Discussion: Carol Deloff explained that this is normal state funding.

Kristen Monroe provided the Committee with a written justification and
explained the rates for foster care has not been increased in over 10 years.
The State now requires increasing the foster care rates 2.8%.

Discussion: Judy Davison explained the changes required by the State. The are proposing a 3-year agreement.
Youth Bureau

County Youth
Bureau
Manny Lann has proposed that Nancy Kroot be reappointed to the County Youth
Bureau Board. By concensus of the
Committee, it is recommended that Nancy Kroot be reappointed to the County
Youth Bureau Board.
Manny announced the upcoming Gene Leombruno Award Ceremony.
Manny explained Mr. Leombruno was Chairman of the Legislative
Recreation/Culture Committee at the time of his death.
Sandy Price and Angie Wyatt shared some memories of Mr. Leombruno.
Youth Leadership day will be held on February 13, 2007 at 10:30a.m.
Legislators are welcomed to attend.
Employment & Training Grant Administration - Judy Davison explained the Cayuga-Cortland Performance Improvement Plan for PY 2005 1-B Program Performance Cayuga-Cortland Workforce Investment Board and the Policies for Vocational Skills Training And Degree Programs Selection of Training Provider
Veterans Office Sandy Price welcomed Carl Bullock, Director of the Cortland County Veterans Services. The Veterans Offices departmental jurisdiction is now under the Human Services Committee. Carl explained to the Committee that the Veterans Office assists Cortland County veterans and their families with filing claims. They have helped over 2000 veterans and their families with a lot of different benefits. They help with such benefits as pensions, medical, VA loans, education benefits, compensation for post traumatic stress disorder, property tax exemptions. High School diplomas were available to World War II and Korean War Veterans that did not graduate because to going to military duty. High School diplomas are now available to Viet Nam War Veterans too.
Office of the Aging Carol Deloff advised the Committee that the open enrollment for the Medicare D was done and that it was much more difficult.
