The meeting was called to order by Chairman Sean Clark at 7:30a.m.

MOTION TO APPROVE THE MINUTES OF THE APRIL 11, 2007 MEETING MADE BY SANDY PRICE - 2ND BY LARRY CORNELL - ALL PRESENT VOTING IN FAVOR – MOTION PASSES

RESOLUTIONS

 

Health

  1. Authorize Application Cortland County Health Department/Nursing Division (Application to Operate a Licensed Home Care Services Agency) – MOTION BY MIKE MCKEE - 2ND BY LARRY CORNELL - ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  Becoming a Licensed Home Care Services Agency would allow the Health Department to serve non-Medicare and non-Medicaid patients and it is less expensive to run.  Cortland Regional Medical Center is appealing the Public Health Council’s decision to deny their application to become a Certified Home Care Agency.  Tom Williams asked what would happen if they do get certified.  Since 80% of the Health Department’s referrals come from the Cortland Regional Medical Center, this would definitely be a negative affect on the Health Department.

 

  1. Authorize Agreement/Accept Funds Lead Poisoning Prevention Grant – MOTION BY MIKE MCKEE - 2ND BY LARRY CORNELL - ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  These funds are in the budget.  This funding provides outreach and education for children that have been found to have an elevated blood lead level, to identify the source, for treatment of the child and to mitigate the source.

 

  1. Authorize Agreements/Accept Funds Health Department/Administration (Community Partnerships for Tobacco Control Program) – MOTION BY LARRY CORNELL - 2ND BY MIKE MCKEE - ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  The funds are in the budget. The Cortland County Health Department is the lead agency with Tompkins County as their partner. Jen Hamilton’s salary is paid by this grant.  The Health Department also involves other agencies to do surveys and marketing.

Sandy Price commented on what a great job Rebecca Smith is doing in the Health Education Division.

 

  1. Authorize Agreements/Accept Funds Healthy Heart Program – MOTION BY LARRY CORNELL - 2ND BY SANDY PRICE - ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  This is an annual grant to provide education, physical activity and nutrition to reduce the incidence of heart disease.  Previously the focus was more on physical activity.  Now the focus is more on nutrition starting with school age children.

 

5.      Award Bid/Authorize Agreement Health Department/Children with Special Needs (Birth to 5) (Transportation of Children with Disabilities) – MOTION BY SANDY PRICE - 2ND BY MIKE MCKEE - ALL PRESENT VOTING IN FAVOR – MOTION PASSES

E            Discussion:  Birnie Bus Service of Rome, New York was the only bid they received.  Jackie was not sure why they had only one bid.  The County is responsible for providing transportation for children with disabilities (ages birth through five years) for therapy and program participation.  Transportation for these children is very costly and this year’s only bid had substantial increases.  The price increases for Early Intervention and Pre-K Children range from 15.13% to 54.45%.  The highest increases are for out of County routes with the biggest increase for the route to the Ithaca Racker Center.  This year’s new rate for each route includes a bus monitor.  Carol Tytler asked Jackie Gailor if she had the enrollment numbers.  Carol would like to know the number of children being transported and for what reason.  Jackie will bring this information to the next Health Committee meeting.

 

Mental Health

  1. Amend Budget (NYS Office of Mental Health) – MOTION BY CAROL TYTLER - 2ND BY LARRY CORNELL -  ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  Mike Kilmer explained that these funds are additional state aid.  There is no extra obligation for receiving additional funds.  Carol Tytler asked why the amount that J.M. Murray Center is so much higher than the other agencies.  Mike will find out and report back to the Health Committee at their next meeting.

 

  1. Authorize Agreements Mental Health Department (Syracuse University) – MOTION BY  CAROL TYTLER - 2ND BY LARRY CORNELL - ALL PRESENT VOTING IN FAVOR – MOTION PASSES

Discussion:  Syracuse University provides student internship services through the S.U. College of Human Services and Health Professionals.  The student interns are in a Masters Program and are interning for Social Workers’ positions.  The length of time they are at Mental Health interning depends on University.

DISCUSSION/COMMITTEE ACTION:

 

Waiting List – Jackie Gailor gave a brief overview of the status of the waiting list for Pre-K services.  There are 3 waiting for Occupational Therapy.  The children that are not in Head Start are receiving services.
