The meeting was called to order by Chairman John Daniels at 9:38a.m.

DISCUSSION / PRESENTATIONS / COMMITTEE ACTION

Problems with the Dispatch Center/Tower – Mr. Schrader, Sheriff Price and Mr. Duell advised the Committee that on August 24, 2007 lightening knock out dispatch communications for approximately 1 hour and 45 minutes.  This lightening strike fried a variety of wires.  Last Saturday (9/8/07) the 911 system went down but they were able to reboot the system in 10 minutes.  The system went down again yesterday (9/10/07) for 20 minutes.  The boards are still showing damage.  The lightening did not hit the phone lines.  It wasn’t a direct strike but it caused more damage than if we had taken a direct hit.  They cannot lose their ability to dispatch.  A second dispatch center is needed in instances like this.  The Virgil Tower is too small for dispatching.  The Cortlandville Training Center located behind the Cortlandville Fire Station would be a good location for the 2nd dispatch center.  The Cortlandville Fire Department has that they can provide.  The lay out of the Cortlandville Training Center will give them more room.  Deputy Buildings & Grounds Supervisor, Tim Smith will be going out to the Training Center to take a look at it.  They will need to switch the PSAC (the termination point for 911 calls) from the City to the Cortlandville Training Center.  The Vendor is coming in to see why the consoles went down.  Sheriff Price and Mr. Duell indicated that they will be getting more boards and back-up radios.  The approximate cost of adding another Dispatch Center is $100,000.  The system runs by CAD (Computer Aided Dispatch).  Mr. Corpora will find out what it would cost to fiber out to Cortlandville.  Mr. Cornell may already have fiber out there near the Cortlandville site.  Mr. Corpora indicated that Barry School is nearby.  Mr. Schrader said that he is worried more about the equipment going down and not being able to bring it back up.  Sheriff Price agreed and added that we cannot afford to be without 911 Dispatch.  Mr. Cornell said that you can’t put a price on this.  Mr. Schrader advised the Committee that there has been a lot of interference with radio communication.  He further indicated that Bush Electronics is working on determining the source of the interference.  Mr. Schrader indicated that a long term solution would be to go to a high band truck but we would need someone with more experience to give us a good recommendation for long term planning.  The best thing to do is to get RFP’s to get a Radio Engineer.  Mr. Schrader expressed that there is a need for more towers.  COMMITTEE VOTE:  MOTION BY TOM WILLIAMS – 2ND BY LARRY CORNELL THAT WE GET RFP’S TO HIRE A RADIO ENGINEER – ALL PRESENT VOTING IN FAVOR – MOTION PASSES.

Mr. Armstrong requested to have more Sheriff’s patrols in Cuyler.  They are running the stop sign and speeding.  Sheriff Price indicated that he would take care of it.

With no further action to be taken the meeting adjourned immediately following the Executive Session.
