DISTINGUISHING FEATURES OF THE CLASS:
This is an important administrative position involving responsibility for
assisting the Fire Chief in carrying out the responsibilities in Fire Code
Enforcement, apparatus and facilities maintenance, fire prevention, emergency
operation planning and training. The
work is performed under the general supervision of the Fire Chief and in
accordance with applicable laws and departmental policies and procedures. This position may also function as the
Deputy Fire Marshall. The incumbent may
be required to supervise departmental and volunteer staff on an assigned
rotation basis. The Assistant Fire Chief
II is responsible for enforcement of state and municipal building, plumbing,
housing, multiple residence, energy, zoning and electrical laws, codes and
ordinances. The incumbent also enforces
the city codes and ordinances relating to junked vehicles, signs and refuse
disposal. Employees in this class do
not have responsibility for the examination of construction or for the
inspection of large-scale construction involving the use of reinforced concrete
or structural steel. Code Enforcement
responsibilities are performed under the general supervision of the Mayor or
his/her designee with leeway allowed for the exercise of independent decision
making in carrying out the details of the work. Supervision is exercised over Fire Department personnel while engaged
in Code Enforcement activities. Does
related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
Develops policy standards to unify
departmental activities;
Schedules and coordinates shift
activities in Fire Code Enforcement, apparatus and facilities maintenance, fire
prevention and emergency operations planning and training;
Secures budget estimate data, makes
budget estimate studies, assists in the preparation of the budget and
maintenance of budget control;
Prepares or assists in the preparation
of a variety of written reports as required;
Participates in the departmental
chain-of-command for Fire/Emergency Incident control;
Oversees training program for paid and
volunteer members of the Fire Department;
Assists in the inspection of buildings
in compliance with the City Fire Code and New York State Law;
Investigates the cause, origin and
circumstance of fires of a suspicious nature;
Functions as liaison officer between
the volunteer and paid staff;
Investigates reported fire code violations;
Attends outside seminars, conferences
and training sessions to keep abreast of new developments in the field;
Assumes command in the absence of the
Fire Chief for departmental activities.

When Engaged in Code Enforcement Activities:
Reviews and passes on plans and
specifications submitted with building permit applications for compliance with
appropriate building and zoning laws, codes and ordinances;
Issues all building permits,
certificates of occupancy, special permits, variances and licenses;
Inspects dwellings to determine
compliance with code requirements or heating, ventilation, living space and
sanitary facilities;
Inspects dwelling to determine
compliance with approved plans and specifications and all requirements of
applicable codes, ordinances and laws;
Inspects dwellings to determine
compliance with the State Energy Code requirements such as insulation and
lighting;
Inspects dwellings to determine
compliance with the City Electrical Code requirements as to methods and
materials;
Investigates complaints to determine
if code or ordinance violations have occurred;
Directs individuals to correct violations
within a specified period of time;
Issues applications and permits for
zoning variances;
Issues applications and permits for
sign installation and alterations;
Prepares and maintains a variety of
written records and reports such as inspections performed, permits issued and
investigations conducted;
Schedules hearings and prepares
information for the prosecution of code violations;
Conducts housing surveys to assess
present physical condition and the extent of deterioration;
Explains various aspects of laws,
codes and ordinances to property owners, building contractors and other
interested parties.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS:
Thorough knowledge of firefighting principles, practices, equipment and
safety precautions; thorough knowledge of the provisions of the applicable fire
prevention codes and ordinances to be enforced; good knowledge of the operation
and maintenance of the various types of apparatus and equipment used by the
fire department; good knowledge of training practices, procedures and
techniques; good knowledge of the provisions of the state and city laws, codes
and ordinances to be enforced; good knowledge of the methods, materials and
terminology of the building construction trade; working knowledge of
governmental budgetary procedures; ability to read and interpret plans and
specifications; ability to conduct inspections; ability to plan, organize and
implement policies; ability to communicate effectively with others; ability to
secure the cooperation of others; ability to prepare and maintain written
records and reports; ability to prepare oral and written reports; sound
professional judgment; physical condition commensurate with the demands of the
position.

MINIMUM QUALIFICATIONS: Either:
A. Graduation
from a regionally accredited or NYS registered two-year college or university
with an associate degree in Fire Protection Technology or a similar field AND
three (3) years of full time paid or its part-time volunteer firefighting, fire
prevention and code enforcement, six (6) months of which must have been in a
supervisory capacity; OR
B. Graduation from high school or possession of a high school equivalency diploma AND five (5) years of full time paid experience or its part-time/volunteer equivalent in firefighting, fire prevention and code enforcement, six (6) months of which must have been in a supervisory capacity.
Special Requirements:
1. Candidates must be eligible for an operator's
license issued by the NYS Department of Motor Vehicles. Possession of the license at time of
appointment.
2.
Candidates are required to have a
certification as a NYS Emergency
Medical Technician (EMT) at time of appointment. Failure to maintain an EMT Certification after appointment will
result in disciplinary action or dismissal.
3.
Candidates are required to have a NYS
Code Enforcement Certificate at time of appointment. Failure to maintain the NYS Code Enforcement Certification may
result in disciplinary action or dismissal.
