DISTINGUISHING FEATURES OF THE CLASS:
This is professional work responsible for assisting the
Youth Bureau Director with the daily operation of the City Youth Bureau. In the absence of the Youth Bureau Director,
the Assistant Youth Bureau director has complete charge of departmental
operation and direction of personnel.
The work is performed under the general direction of the Youth Bureau
Director with within the framework of the rules and regulations and the
administrative policies established by the Youth Bureau Director. Direct supervision is exercised for
professional employees and general supervision is exercised over clerical, maintenance,
and seasonal employees. Does related
work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
Assist the
Youth Bureau Director in planning, developing, organizing, promoting or
overseeing recreational and youth services programs;
Assist the
Youth Bureau Director with the preparation of the annual operating budget and
the maintenance of fiscal controls;
Assists
the Youth Bureau Director in the recruitment, selection, supervision and
evaluation of personnel;
Assists
the Youth Bureau Director with identifying and applying for available grant
funding from state and federal sources;
Attends
meetings to initiate plan, develop and/or promote Youth Bureau/cooperative
programs;
Assists
the Youth Bureau Director in the preparation of news and publicity releases,
special exhibits and displays, radio announcements, feature stories, and other
public relations material;
Complies
data, prepares reports and performs research as directed by the Youth Bureau
Director;
Inspects
the work performed by the maintenance staff;
Recommends
the disposal/acquisition of replacement equipment to the Youth Bureau Director;
Participates
in the preparation and maintenance of a variety of operational, financial,
statistical and personnel records and reports.
FULL PERFORMACNE KNOWLEDGE,
SKILL, ABILITY AND PERSONAL CHARACTERISTICS:
Thorough knowledge of modern
principles and practices of recreation administration; thorough knowledge of
the typical problems and needs of the typical problems and needs of modern
youth; good knowledge of factors underlying juvenile delinquency and
maladjustment; good knowledge of local socioeconomic conditions; good knowledge
of governmental budgetary procedures; good knowledge of funding sources for
Youth Bureau activities; good knowledge of modern public relations techniques;
good knowledge of the principles and practices of administrative supervision;
ability to plan, direct and promote a comprehensive community-wide recreation
and youth services program; ability to meet the public and to address groups
effectively; ability to secure the cooperation of others; initiative and sound
professional judgment; physical condition commensurate with the demands of the
position.
A. Graduation
from a regionally accredited of NYS registered four year college or university
with a Bachelor's Degree in Recreation, Physical Education, Education,
Sociology, Psychology, Public Administration, or a closely related field and
four (4) years of full-time paid experience administering youth programs in
recreation, youth development, character building, delinquency prevention or
similar field, including two (2) years supervisory experience.
