DISTINGUISHING
FEATURES OF THE CLASS:
The work involves responsibility for planning coordinating, and overseeing the various activities of component service program units within the Area Agency on Aging. An incumbent may be responsible for general, specific, long range and immediate planning, assisting in the administration of the program, coordinating the various activities or administering a services component of the Area Agency on Aging. May serve as assistant to the Director, Area Agency on Aging. The work is performed under the general supervision of the Director, Area Agency on Aging with considerable latitude allowed in the performance of duties. Supervision is exercised over programs and employees assigned in the program units. Does related work as required.
TYPICAL WORK
ACTIVITIES: (Illustrative only)
Coordinates the activities of the Area Agency on Aging or administers a specific service component of the Area Agency on Aging;
Develops policies and procedures for specific service
programs;
Assists the Director in or has responsibility for planning,
developing, and coordinating programs and services for the aging;
Assesses community needs and develops a plan to meet these
needs;
Plans, directs, organizes, and implements recruitment,
enrollment, orientation, placement, and training of senior volunteers matching
with the needs of the community;
Prepares, monitors, and administers grants;
Meets regularly with the Advisory Council and its
sub-committees to develop policies, actions, and changes and makes
recommendations;
Provides technical assistance to municipal and community
agencies concerned with programs and services for the aging;
Works directly with senior citizens or their family;
Develops and participates in liaison activities with private and voluntary agencies concerned with senior citizens;
Maintains detailed program services records and makes
reports of services as requested by the Director;
Stimulates community awareness and comprehension of the
problems of senior citizens;
Conducts public information and education efforts including preparation of news releases, establishing contracts with media, attending meetings, speaking to groups concerning the problems of senior citizens, and generally interpreting the role of the Area Agency on Aging to the public;
Studies, evaluates, and makes recommendations about
programs, problems, suggestions, and research concerning senior citizens;
Assists the Director in or has responsibility for budget, finance, and personnel, and ensures compliance with county, State, and Federal regulations;
Assists in the development and conduct of training for
employees and volunteers;

Supervises the activities of an office staff, agency
employees, and volunteer workers;
Participates in or has the responsibility for the hiring
and/or termination of staff;
Trains, supervises, and evaluates program staff and volunteers;
May represent the agency on a variety of state and local
committees and boards, attend state and local meetings, etc.;
May obtain private sector resources, i.e., fund raising;
May act on behalf of the Director, Area Agency on Aging in
his/her absence.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS:
Good knowledge of the
characteristics, needs, and interests of the aging;
Good knowledge of
community agencies, facilities, and services which can be utilized to
aid
the elderly;
Working knowledge of
public information and relations techniques;
Ability to plan and
supervise the work of others, including volunteers;
Ability to
communicate clearly and effectively both verbally and in writing;
Ability to organize;
Physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS: Either:
(a) Graduation
from a regionally accredited college or university or one accredited
by
the New York State Board of Regents to grant degrees with a Master’s degree
or higher with major work in social or behavioral sciences, public health, public administration, recreation, education, gerontology, nutrition or related fields and one (1) year of full-time paid experience in a supervisory capacity in an organization providing services to senior citizens; or
(b) Graduation from a regionally accredited
college or university or one accredited
by the New York State Board of Regents to grant degrees with a Bachelor’s degree or higher with major work in social or behavioral sciences, public health, public administration, recreation, education, gerontology, nutrition or related fields and two (2) years full-time paid experience in an organization providing services to senior citizens one of which must have been in a supervisory capacity; or
(c) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degree or higher with major work in social or behavioral sciences, public health, public administration, recreation, education, gerontology, nutrition or related fields and four (4) years of paid experience in an organization providing services to senior citizens, one of which must have been in a supervisory capacity; or
(d) An equivalent combination of training and
experience as defined in (a), (b),
and
(c).
