ASSISTANT REAL PROPERTY ASSESSOR

 

DISTINGUISHING FEATURES OF THE CLASS: 

 

This is a technical position involving responsibility for obtaining and recording data for use by professional personnel making appraisals of real property for tax purposes.  Work is performed under the direct supervision of the Director of Real Property Tax Services.

 

TYPICAL WORK ACTIVITIES:   (Illustrative only)

Measures buildings and structures and prepares scale diagrams on property record cards using both field measurements and blueprints;

Records the physical features of properties on standard forms and computer files;

Conducts assigned field inspections of real property for appraisal and reappraisal and makes field notes;

Reviews deed and other property records to extract pertinent information;

Reviews, computes and processes property tax exemptions for approval/disapproval by the Assessor;

Verifies and processes real property transfers and inputs information to the computer files;

Serves as an information source for the public, Town Boards, banks, real estate brokers, etc.;

Prepares and submits news articles and legal notices as required;

Provides advisory and support services to Assessors, including guiding and directing them on the provisions of the Real Property Tax Law;

Participates in the transfer of raw assessment data into the County data processing system, and the ongoing maintenance of such data files.

 

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Working knowledge of modern principles and practices or real property appraisal for tax purposes;

Working knowledge of building construction practices, materials, and costs;

Familiarity with legal terminology used in deeds, liens, property descriptions and tax records;

Ability to compute building areas and volumes based on measurements, diagrams and blueprints;

Ability to communicate effectively with appraisal professionals and the public;

Integrity;

Physical condition necessary to perform work related activities; computer skills commensurate with the job requirements.

MINIMUM QUALIFICATIONS:

A.     Graduation from an accredited two year college AND one (1) year of satisfactory full-time paid experience in an occupation involving the valuation of real property, such as assessor, appraiser, real estate broker or agent, valuation data manager, real property appraisal aide or the like; or

 

B.     Graduation from high school or possession of an accredited high school equivalency diploma AND three (3) years of the experience described in A.

 

SPECIAL REQUIREMENT:  The Assistant Assessor will be required to attend NYS Office of Real Property and/or equivalent training sessions in areas such as data collection, exemption administration and other components of assessor training as directed by the Director of Real Property Tax Services.
