ASSISTANT
DIRECTOR OF FIRE AND EMERGENCY MANAGEMENT
DISTINGUISHING FEATURES OF THE CLASS:
The
work involves responsibility for assisting the Director of Fire and Emergency
Management in planning, directing, and evaluating the County's response to
civil defense emergencies. In the
absence of the Director, the incumbent coordinates enforcement of the County’s
emergency operation plan relative to disaster prevention, response and
recovery. The incumbent directs various operations during natural or manmade
disasters. The work is performed under
the general direction of the Director of Fire and Emergency Management. Does related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative
only)
Serves as liaison with the Sheriff, federal, county, and
state officials and agencies concerned with disaster prevention, response, and
recovery;
Reviews, records and investigates complaints concerning the
County Emergency Services Center;
Plans programs to carry out emergency preparedness
responsibilities required by law and regulations of the responsible federal and
state agencies;
Recruits volunteers for emergency preparedness purposes from among public officials, employees and the general public;
Serves as liaison for County Fire Training, Mutual Aid, and the County Emergency Operations Plan relative to disaster prevention response and recovery;
Coordinates filing of reimbursement claims by various municipalities in the county to federal and state agencies;
Secures and analyzes
data relative to program and prepares reports as required;
Maintains the data base system;
Prepares a variety of
office records, reports, fiscal accounts, and equipment inventory;
Prepares preliminary budget requests and justifications,
financial reports, and personnel transactions;
May make presentations to groups and organizations regarding
the county emergency management program.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS:
Good knowledge of the principles and practices involved in coordinating an emergency management assistance program, including the operation of modern communications equipment;
Good knowledge of the methods and techniques required to control and mobilize resources in natural disaster emergency situations;

Good knowledge of local geography, physical resources and community and governmental organizations;
Ability to establish and maintain effective working relationships with others;
Ability to operate communications equipment in a disaster or emergency;
Ability to
communicate effectively both orally and in writing;
Physical condition
commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS: Either:
(a) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degree or higher and two (2) years of experience planning or implementing emergency services or a public safety program; or
(b) Graduation from high school or possession of a high school equivalency diploma and four (4) years of experience as defined in (a) or experience in firefighting and/or fire prevention work; or
(c) An equivalent combination of training and experience as defined by the limits of (a) and (b).
NOTE: Experience as an active volunteer Firefighter may be substituted for the above experience with two (2) years as a volunteer equal to one (1) year of paid experience.
