DISTINGUISHING FEATURES OF THE CLASS:
The work involves responsibility for
providing professional social casework services work by supervising the
activities of subordinate staff within a specific unit in a Division of the
Department of Social Services. The
incumbent provides recommendations to a higher level administrator in the
development of policies and procedures relative to the delivery of social
services programs, which are consistent with laws and rules. The incumbent also interprets State and
Federal laws and provides information to subordinate staff. The work is preformed under the general
supervision of a higher level administrator with extensive mandated training
provided through the State and the agency.

TYPICAL WORK ACTIVITIES:
Supervises subordinate staff administering various social services programs by assigning work, establishing policies and reviewing practices of staff as they relate to State and Federal laws and mandates and agency policy;
Responsible for on-call services;
Discusses difficult cases with staff and provides necessary
consultation, recommending appropriate courses of action and procedures;
Reviews case records to assure compliance with State and
Federal laws and mandates and agency policy;
Provides guidance to subordinate staff preparing cases for
Family Court by reviewing cases with both staff, the Agency's Attorneys and the
Provides training and conducts performance evaluations for subordinate staff on a regular basis;
Formulates social work policies and procedures for the
purposes of standardizing the division operation;
Interprets State, Federal and local policies and programs
for staff under supervision;
Maintains cooperative relationships with Family Court,
schools and various community service agencies, including performing liaison
services for contract providers;
Ensures that information entered in computer systems
containing child protective, preventative and foster care services on-line is
accurate;
Participates in training and facilitates meetings and task
forces focused on the work of the agency;
Interprets the Social Services program to the community by
providing training to community services agencies, schools and other agencies
throughout the county;
Prepares reports for a higher level administrator to be
included in the division’s quarterly and annual reports.
May visit the homes of parents, foster parents, adoptive
parents, family day-care providers, institutions or other agencies and
coordinate the delivery of service.

MINIMUM
QUALIFICATIONS:
Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree or higher and three (3) years of social casework experience, one (1) year of which must have been in a supervisory capacity.
