DISTINGUISHING FEATURES OF THE CLASS: This is a supervisory and management position involving the planning,
coordinating, and direction of the activities of the municipal water
system. The work is performed under the
general direction of the Director of Finance and Administration and in
accordance with existing laws and regulations governing water systems. Supervision is exercised over a wide variety
of water department employees involved in construction and maintenance of the
system and water treatment department. Does related work as required.
TYPICAL WORK ACTIVITIES:
Directs the activities of the water
treatment plant and pumping stations;
Plans and directs the construction of
new water system installations and the reconstruction and maintenance of
existing water system services and operating facilities;
Assists in the preparation of the
department budget;
Assists and participates in collective
bargaining process;
Directs the preparation of
specifications for, and recommends the purchase of machinery, materials, tools,
and other supplies;
Analyzes individual and population
trends, building activity and potential fire protection needs in planning for
present and future water supply;
Directs the chemical and
bacteriological examination of potable water;
Directs the preparation and
maintenance of, or prepares and maintains a variety of activity, cost analysis,
statistical, and related reports and records;
Attends meetings and conferences as
requested by the Director of Finance and Administration in order to assist in
formulating policy and to recommend improved procedures relating to the
administration of the water system;
Reviews and resolves complaints
regarding water system activities and procedures requested by the Director of
Finance and Administration.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the practices and equipment used in the operation
and maintenance of a Type 1-B water treatment plant; thorough knowledge of the
principles and application of physics, chemistry, and bacteriology as related
to water treatment and purification, including routine laboratory and field
tests for control of plant operator; knowledge of the operation and minor
maintenance of pumps, valves, and related mechanical and electrical equipment;
good knowledge of elementary hydraulics and water pumping operations; good
knowledge of the principles and practices of supervision; good knowledge of
Federal, State, and local laws and regulations relating to municipal water
system activities; good knowledge of the general principles and practices of
administration; good knowledge of general principles and practices of public
relations; good knowledge of governmental budgetary procedures; ability to plan
for present and future water supply, arrive at logical conclusion and present
facts and findings clearly and concisely both in written form and orally;
thorough knowledge of the installation, maintenance, and repair of water lines
and water distribution systems; good judgment; initiative and resourcefulness;
integrity; physical condition commensurate with the demands of the position.

MINIMUM
QUALIFICATIONS:
A.
Possession of a New York State
professional engineer's license plus two (2) years of operating
experience at a water treatment plant; OR
B.
Bachelor's degree or higher in
Engineering, Natural Science, or related field plus two (2) years of
operating experience at a water treatment plant; OR
C.
Associate's degree or higher in
applied science, with major emphasis in public health or environmental health,
including a course in water operations plus four (4) years of operating
experience at a water treatment plant; OR
D.
Associate's degree or higher in
applied science, plus six (6) years of operating experience at water treatment
plant; OR
E.
High School diploma or GED plus
ten (10) years of operating experience at a water treatment plan.
SPECIAL REQUIREMENTS FOR ACCEPTANCE OF APPLICATIONS:
1.
Eligibility for a Grade 1-B
certificate issued under the provisions of the New York State Sanitary
Code. Possession of the certificate at
the time of appointment.
2.
Eligibility for a Water Distribution
Operator Certification (Grade D) issued under the provisions of the New York
State Sanitary Code. Possession of the
certification at the time of appointment.
