DISTINGUISHING FEATURES OF THE
CLASS:
The
work involves responsibility for the operation of clinics and programs
providing public health services. The incumbent establishes policies and
procedures and ensures the clinic’s compliance with federal, state and local
rules and regulations. In addition, the
incumbent coordinates and/or participates in providing direct care clinic-based
nursing and/or medical services, assesses community health needs, and develops
clinic-based programs to address specific health needs. The work is performed
under the general supervision of a higher level administrator with leeway
allowed for the exercise of independent judgment in carrying out the details of
the work. Supervision is exercised over
the work of subordinate staff. Does
related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
Plans, develops, implements and evaluates public health programs
providing a variety of direct care services;
Develops policies and procedures for review and adoption by
the governing body;
Implements clinic policies and procedures;
Participates in providing direct care services as required;
Supervises the activities of subordinate staff including
scheduling training and conducting performance evaluations;
Reviews referrals and recommendations for nursing and
medical services received from other public and/or private agencies or
organizations;
May assist Program Director in assessing community health
needs and plans, developing, implementing and evaluating specific public health
related programs to address those needs;
Performs or oversees the clinic’s internal quality assurance process and procedures;
Conducts interviews with potential employees and makes
hiring recommendations to higher level administrators;
Contacts and meets with community agencies and organizations
to evaluate the current program services provided;
Supervises the ordering of medical and other necessary
clinic and/or program equipment and supplies.
Evaluates subordinate nursing and clerical staff;
Physical condition commensurate with the duties of the
position.
FULL PERFORMANCE KNOWLEDGE,
SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough knowledge of modern principles and practices of
clinic-based program planning, development and administration;
Good knowledge of NYS rules and regulations for an Article
28 Facility;
Thorough knowledge of medical and nursing terminology;
Thorough knowledge of federal state and local public health
laws and regulations;

Good knowledge of the principles of public health and
community education programs;
Ability to plan, develop, implement and evaluate programs
providing public health services in a clinic setting;
Ability to plan and supervise the work of others;
Ability to communicate effectively both orally and in
writing;
Ability to understand and interpret complex oral
instructions and/or written directions;
Ability to establish and maintain effective working
relationships with others;
Ability to formulate a local government needs assessment for
program areas;
Ability to deal effectively with the public;
Ability to prepare and deliver presentations in a clear,
concise and articulate manner.
MINIMUM QUALIFICATIONS:
Possession of a
Bachelor's degree in Nursing, Health Science, Health Education, or Health
Administration from a regionally accredited or New York State registered
college or university or one accredited by the New York State Board of Regents
to grant degrees and two (2) years experience in community or public health
nursing or health clinic.
SPECIAL REQUIREMENTS:

of current license to practice as a Registered Professional Nurse in NYS.
