DISTINGUISHING FEATURES OF THE CLASS:
The work
involves responsibility for supervising a team of Health Professionals providing
services to developmentally delayed/disabled children participating in the
Early Intervention and/or Pre-K Programs.
General supervision is received from a higher level administrator with
leeway permitted for exercising independent judgment in carrying out the
details of the work. Incumbent will also
supervise all team contracts to ensure compliance. Does related work as
required.
TYPICAL WORK ACTIVITIES:

Participates
in multidisciplinary evaluation of clients;
Develops
and implements appropriate treatment plans, dispenses corrective devices or
systems and maintains treatment outcomes;
Performs
ongoing assessment to evaluate the effectiveness of practices and modified
services accordingly;
Prepares
written reports including progress reports and discharge summaries and client
caseload schedules;
Provides
for the continuity of patient care by referring patients to appropriate
community agencies or service providers;
Attends
inter-disciplinary meetings and coordinates service plans with other care
providers;
Participates
in community outreach, education activities, and conducts in-service training
to increase public awareness of speech and language issues, treatment options
and prevention;
Participates
in regional and local professional meetings and conferences to keep abreast of
and coordinate health care developments and approaches;
Assists in
planning, implementing, coordinating and evaluating programs within the
Division;
Supervises
professional practice to ensure a high quality of professional service and
maintenance of Department standards;
Plans and
conducts formal educational programs for Division staff and the community;
Participates
in surveys, studies and research in the field of public health;
Assists
with the implementation of student programs;
Reviews
and compiles appropriate records and reports;
Develops
written policy and procedures in coordination with division head;
Assists
with Performance Improvement data collection; implements changes in operational
practices based on data collection results and plans established by the
division/department.
FULL PERFORMANCE KNOWLEDGE,
SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough
knowledge of the principles in the area of clinical licensure or
certifications;
Good
knowledge of federal, state and local laws, rules and regulations regarding the
Early Intervention and Pre-School Special Education programs;
Good
knowledge of public health practices;
Good knowledge of county departments and local agencies related to
public health; Good knowledge of the principles of supervision;
Ability to coordinate and develop service
plans;
Ability to make appropriate referrals;
Ability to
communicate with and educate patients and their families;
Ability to
assess, evaluate and implement treatment needs in the area of clinical
licensure or certification for children ages birth to five years;
Ability to
plan, develop, implement and evaluate community
educational programs including the development and delivery of presentations;
Ability to
organize and maintain accurate records and files;
Ability to
establish and maintain effective working relationships with others;
Ability to
communicate effectively both orally and in writing;
Ability to
understand and empathize with the needs and concerns of others;
Ability to
supervise a multidisciplinary team of professionals working together to improve
developmental outcomes for children birth to five years of age;
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS:
Two (2) years of experience as a
licensed professional Speech-Language Pathologist, Physical Therapist,
Occupational Therapist, Certified Special Education Teacher, a Public Health
Nurse or Teacher of the Speech and Hearing-Impaired involving work with
children ages birth to school age AND
one (1) year experience in supervision or two (2) years experience in Team
Leadership.
SPECIAL REQUIREMENTS:
1.
Licensure to practice as Speech-Language Pathologist
and Teacher of the Speech and Hearing-Impaired in accordance with §159 of the
NYS Education Law or certification as a Special Education Teacher, a Physical
Therapist, an Occupational Therapist or a Public Health Nurse.
2.
Possession of a valid New York State Driver's license.
NOTE: Verifiable
part-time and/or volunteer experience may be prorated toward meeting full-time
experience requirements.
