DEPUTY COUNTY TREASURER

 

 

DISTINGUISHING FEATURES OF THE CLASS:

 

The work involves responsibility for monitoring and administering the County’s financial records. The Deputy County Treasurer is the County’s primary accounting position responsible for ensuring that all financial records and reports are carried out in accordance with applicable accounting regulations and procedures.   The work is performed under the general supervision of the County Treasurer with broad leeway allowed for the exercise of independent professional judgment. Supervision is exercised over subordinate staff for assignments and review of work.  In the absence of the Treasurer, the Deputy County Treasurer has charge of departmental operations and direction of personnel.  Does related work as required.

 

TYPICAL WORK ACTIVITIES (Illustrative only)

Monitors and administers the financial records of the County;

Prepares the County’s annual financial report;

Establishes and maintains all capital project and court and trust accounts;

Compiles records and reports used by independent auditor and assists in his/her audit of the financial statements;

Provides guidance and assistance to County Treasurer, department heads, legislators and others in recording financial transactions and interpreting financial reports;

Supervises and directs subordinate staff;

Performs cashflow analysis and cash management duties including transferring of monies to facilitate financial transactions;

Receives and releases bail monies;

Oversees computerized accounting, payroll and budget systems and provides software support;

Performs on-going training to County employees on computerized accounting, payroll and budget systems;

Coordinates system software and security requirements with the IT Director;

May collect delinquent taxes;

May issue Certificates of Residency;

In the absence of the Treasurer, exercises administrative direction and supervision of department personnel.

 

FULL PERFORMANCE, KNOWLEDGE, SKILLS AND ABILITES:

Thorough knowledge of modern governmental account-keeping practices and terminology;

Good knowledge of the generally accepted accounting practices;

Good knowledge of the terminology, practices and procedures of data processing system;

Good knowledge of office terminology, procedures and equipment;

Good knowledge of business English;

Good knowledge of federal, state and local laws and regulations which affect the accounting practices of local governments;

Ability to develop, effectively implement, and maintain accounting systems and procedures in conformance with all applicable laws, rules and regulations;

Ability to comprehend, analyze, and develop procedures to deal with unusual or complex accounting problems;

Ability to comprehend and analyze problems in the input and output of computer information;

Ability to understand and carry out complex oral and written instructions;

Ability to prepare accurate correspondence and reports;

Ability to read and understand financial statements;

Physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS:

 

A. Graduation from a regionally accredited or NYS registered college or university with a Bachelor’s degree or higher in accounting or related field and two (2) years of full-time paid (or the equivalent part-time and/or volunteer) governmental accounting experience; OR

B.  Graduation from a regionally accredited or NYS registered college or university with an Associates degree or higher in accounting or related field and four (4) years of full time paid (or the equivalent part-time and/or volunteer) governmental accounting experience ; OR

C.  Graduation from high school or a high school equivalency diploma and six (6) years of full time paid (or the equivalent part-time and/or volunteer) governmental accounting experience; OR

D.  Any equivalent combination of training and experience as described in (A), (B) and (C) above.
