DEPUTY DIRECTOR OF FINANCE AND ADMINISTRATION

 

 

DISTINGUISHING FEATURES OF THE CLASS: 

This is a professional management position responsible for assisting the Director of Finance and Administration with the daily operation of the City and the planning and administrating of the City's finances.  The Deputy Director will directly oversee and coordinate activities of certain departments as assigned by the Director, and in the absence of the Director, have complete charge of departmental operation, direction of personnel, and assume all other duties of the Director.  The work is performed under the general direction and supervision of the Director, with wide leeway allowed for independent judgment.  Does related work as required.

 

TYPICAL WORK ACTIVITIES:  (Illustrative only)

Assumes the duties of the Director in his absence.  Works directly with the Director on a regular basis in order to keep abreast of significant issues;

Performs the primary accounting and bookkeeping functions of the City, including posting in ledgers and journals, investing City funds, reconciliation of all bank and other accounts, and compilation of routine and special reports.

Assists the Director in preparation of the City's positions for collective bargaining;

Participates in the collective bargaining process and all negotiations with vendors and professionals (engineers, lawyers, accountants, etc.);

Coordinates major projects and events with the Director and the Department Heads;

Researches related information on behalf of the Director in preparation of personnel disciplinary cases;

Participates in meetings, conferences, and hearings held relating to disciplinary actions;

Supervises the Finance Department personnel;

Assists the Director in the preparation of the annual budgets;

Formulates departmental procedures;

Interacts with the independent auditors during the annual audit;

Assists in the bidding process for major projects and routine purchasing.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Knowledge of collective bargaining techniques;

Thorough knowledge of the principles, practices and concepts of business and public administration, municipal budgeting, and administrative management;

Working knowledge of the City organization and operations;

MINIMUM QUALIFICATIONS: 

Graduation from a NYS registered or regionally accredited university or college with a Bachelor's Degree or higher in Economics, Accounting, Public Administration, Business Administration, Business Management or a related field and four (4) years of management experience, one year of which shall include supervisory responsibility.
