DIRECTOR OF PATIENT SERVICES

 

DISTINGUISHING FEATURES OF THE CLASS: 

 

The work involves responsibility for administering countywide community health programs including, but not limited to, home health care, maternal and child health services and communicable disease follow-up.  The incumbent plans, develops, implements and evaluates agency services and is responsible for budget development, implementation and resource allocation as well as policy and procedure formulation.  The incumbent maintains professional liaisons and collaborates with other county agencies and community health professionals.  The incumbent negotiates contracts with private contractors, vendors, insurance companies and other agencies.  The incumbent also represents the agency at federal and state organizational meetings and cooperates with federal and state funding regulatory sources to maintain standards.  The work is performed under the general supervision of the Public Health Director with wide leeway allowed for the exercise of independent judgment in carrying out details of the work.  Supervision is exercised over subordinate staff.  Does related work as required.

 

TYPICAL WORK ACTIVITIES:  (Illustrative only)

Plans, develops, implements and evaluates agency services including, but not limited to, home health care, maternal child health and Early Intervention services and accompanying policy and procedural directives;

Establishes short and long term goals and division priorities;

Assigns, reviews and evaluates the work of Supervising Public Health Nurses;

Recruits, interviews and recommends selection of new employees;

Develops the annual division budget, submits the budget to the Director of Public Health and implements and monitors approved budget;

Negotiates contracts with private contractors, vendors, insurance companies and other agencies regarding health care services;

Coordinates services for the community and/or patients with other County departments;

Researches and analyzes pending federal and state legislation regarding public health and agency services and addresses support and/or concerns to legislators;

Assures the continued clinical competency of all staff;

Reports orally and in writing to the Director of Public Health as required;

Creates and maintains a variety of records;

May be involved in labor management issues including labor contract negotiations.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Thorough knowledge of Public Health Nursing including population-based health and maternal child health practices;

Thorough knowledge of modern principles and practices of home health care administration;

Thorough knowledge of federal, state and local laws, rules, regulations related to agency programs including, but not limited to home health care and early intervention;

Good knowledge of Public Health Laws and Practice;

Good knowledge of budget preparation and administration;

Good knowledge of the modern principles and practices of supervision;

Good knowledge of public information and public relations techniques;

Ability to understand and interpret complex oral instructions and/or written directions;

Ability to establish and maintain effective working relationships with others;

Ability to communicate effectively both orally and in writing;

Ability to plan and supervise the work of others;

Physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS: 

Graduation from a regionally accredited or NYS registered college, university or one accredited by the NYS Board of Regents to grant degrees with a Bachelor's degree or higher in nursing AND two (2) years of experience as a Supervising Public Health Nurse.

 

Special Requirement:

1.      Licensure and current registration as a registered nurse in New York State.

2.   Possession of a valid New York State driver’s license is required.  Failure to         maintain a NYS driver’s license including driving privileges throughout employment will result in disciplinary action or dismissal.

 

NOTE:  The minimum qualifications for this position are mandated under §700.2 of NYS Health Rules and Regulations.
